4. COUNCIL BUSINESS
4a. FISCAL YEAR 2023-24 PROPOSED BUDGET AND FINANCIAL PLAN
PRESENTATION
Tina Friend, City Manager, introduced the item and provided a brief synopsis of the budget being presented.
Councilmember Tanaka asked to clarify the recommendation to seek a full-time lifeguard position instead of increasing the number of temporary, seasonal lifeguards, and noted that there were already seven full-time employees on the beach.
Sean Carey, Beach Lifeguard Captain, replied that the lifeguard team has taken on the additional responsibilities such as Glorietta Bay, the difficulty of hiring, retaining, and scheduling temporary, seasonal employees. Captain Carey noted that adding a full-time employee would ease the scheduling limitations of part-time, seasonal employees.
Councilmember Tanaka asked when the fire station replacements will be forecasted into the Capital Improvement Program. City Manager Friend noted that a condition assessment of the fire stations has not been completed but anticipated to begin construction in seven or eight years. Councilmember Tanaka asked if the full assessment could be complete in-house or if a consultant would need to be brought in. City Manager Friend responded that consultant support will be necessary.
Councilmember Duncan commented on the condition of the fire station and recommended bringing in a consultant as soon as possible to ensure compliance and operability.
Councilmember Tanaka noted that the streets that need to be addressed the most are owned by the California Department of Transportation (Caltrans) and asked if the City could address those roads and to what extent. City Manager Friend replied that the City has an agreement with Caltrans allowing to make needed repairs and bill Caltrans for the costs. Leon Firsht, Director of Public Services and Engineering, provided further clarification, noting that some streets are beyond the need of pothole repair and rather need full refurbishment.
Councilmember Downey asked if the City could contract out for the major road work on Caltrans-owned roads. Mr. Firsht replied that if Caltrans is open to that idea, he will bring it before the City Council for discussion.
Councilmember Downey asked if the asset acquisition planning was a separate or an existing fund. City Manager Friend explained that the fund already existed.
John Kim, Director of Administrative Services, presented the staff report utilizing a PowerPoint presentation. Information included the budget summary, economic trends, and outlook.

Councilmember Downey asked if the $500,000 balance in the General Fund denoted as the Historic Preservation fund was an estimate of what the City anticipates as a loss in revenue due to Mills Act designations. Councilmember Donovan provided clarifying remarks and noted that the Historic Preservation fund was established as an accrual in case there is potential economic downturn in the future.
Councilmember Tanaka inquired as to the original and current anticipated costs for the Adella Ynez Undergrounding project. Mr. Firsht noted that the original estimated cost in January 2020 was $1.45 million and applied 35% estimated construction cost index increases to round it off to $2 million for construction.
Councilmember Duncan asked if the revenue generated in the Coronado Bridge Tolls fund was from interest. Mr. Kim responded in the affirmative. Councilmember Duncan noted that the projected interest rate appeared to be low.
Councilmember Tanaka noted that 200 series funds, like the Coronado Bridge Tolls fund, have restrictions on the uses and asked if the accrued interest can be applied to other funds and projects or if it must remain in the same 200 series fund. Mr. Kim replied that Finance would have to research that further but typically most interests generated belong to the original funding source.
Leon Firsht, Director of Public Services and Engineering presented the Capital Improvement Program (CIP) for Fiscal Year (FY) 2023-24 and provided background on the sequencing and prioritization of the list.
Councilmember Tanaka asked the expected cost of the Police Station Perimeter & Entrance security project. Mayor Bailey replied that it was an estimated $416,000.
Councilmember Tanaka asked what construction premise was proposed for the pedestrian and bicycle tunnel and cited concerns over traffic disruptions with the proposed cut and cover method.
Mayor Bailey provided the history of the Gateway project and the City’s work with Caltrans and noted that the Capital Improvement Project subcommittee was focusing on incremental improvements.
Discussion ensued regarding the pedestrian and bicycle bridge and proposed landscaping for the Gateway project. The City Council consensus was to remove the phase 3, pedestrian and bicycle bridge from the Capital Improvement Program schedule.

Councilmember Duncan asked if the potential expected funds from the port were included in the budget. Mr. Kim confirmed that it was not included in the budget.
Councilmember Tanaka asked what the proposed new senior management analyst’s salary range was. Mr. Kim stated that it was from $89,000 to $119,000.
Councilmember Tanaka asked for a more comprehensive Vehicle and Equipment Replacement list to be included in the future.
Mayor Bailey noted Council’s support, due to current understaffing in the Public Services and Engineering department, to use additional resources, such as hiring a consultant, provided the department had adequate staffing to oversee the project.
