Scott Moomjian, representative of the appellant, presented the reasonings behind the appeal utilizing a PowerPoint. Mr. Moomjian noted that substantial modifications and alterations to the dwelling disqualify it from being designated as a historic resource, and that it is not a notable example of Oscar Dorman’s work, citing other properties built by Dorman in Coronado.

Lisa Rigdon, appellant, provided comments regarding the determination of the property, noting that the property is substantially altered and has altered the aesthetic of the property.

Wayne Strickland provided comments regarding the removal of older homes in Coronado.

Dorothy Harms asked the Council to support the findings of the Historic Resource Commission.

Mayor Bailey asked if anyone else wished to speak on this item. No one asked to be heard; therefore, he closed the public hearing.

Council provided disclosures.

Discussion ensued regarding the definition of “notable works” and the appeal process.

Councilmember Duncan asked if the Historic Resource Commission has reviewed the materials submitted for the appeal. Johanna Canlas, City Attorney, noted that the appeal is brought to the Council de novo and appellants can provide new information at least fifteen days before the public hearing.

Councilmember Tanaka stated that he did not want to see the subject property demolished, and that the property does not meet Historic Resource Code Category 2 criteria as a notable Oscar Dorman work.

Councilmember Downey agreed with Councilmember Tanaka but noted that this determination would not invalidate previous Dorman property designations.

A motion to grant the appeal on the basis that criterion D was not met and adopt Resolution 2023-34, “A Resolution of the City Council of the City of Coronado, California, overturning the determination of the Historic Resource Commission that the property at 335 Alameda Boulevard meets the criteria to be designated as a Coronado Historic Resource” was made by Councilmember Tanaka and seconded by Councilmember Downey.

Pat Nolan, plant pathologist, explained where the fungus originates from and that they are not caused nor exacerbated by artificial turf.

Councilmember Donovan asked if the fungus would continue to grow after the trees have died. Ms. Nolan replied that the fungus would continue to feed off the sugars in the dying root system, then die off once the root system had fully died.

Councilmember Downey provided comments regarding the viability of the trees surviving the installation of the root barrier and asked what the staff recommendation was for the trees when first brought before the Council on February 16, 2021. Mr. Firsht confirmed that the staff recommendation was to remove the trees, but the Council voted to keep the trees and seek alternative methods of preventing the fungus problem.

Councilmember Downey asked for confirmation that the mushrooms only live on living root systems. Mr. Firsht responded that once the root systems have died, they are unable to provide a nutrient source for the mushrooms.

Councilmember Duncan asked if there was a backlog of trees not being replaced. Mr.

Firsht replied that a large portion of the Parks, Beach, and Urban Forestry Supervisor’s time is spent addressing trees and noted that a new tree cannot be immediately planted in the same spot that another tree was removed from, often occurring a year after removal of the old tree.

Councilmember Tanaka asked about irrigation requirements for city-installed trees and the current installation rate of new trees in the City. Mr. Firsht replied that the City irrigates new trees for up to one year and that the current requests for service and installation of trees exceeds the current budget.

Mayor Bailey asked if the nests in the trees have been addressed. Mr. Firsht noted that West Coast Arborists, the City’s consultant, would have a wildlife biologist inspecting the trees no earlier than 72 hours before removal.

Discussion ensued regarding communications, the Brown Act, alternatives, objections raised by the community, expediting tree replacement, including Seventh Street, with more mature trees, and concerns.
