10c. CONSIDER A PROPOSAL FROM CIRCUIT TO OPERATE AN ELECTRIC
MINI SHUTTLE PILOT PROGRAM
Richard Grunow, Director of Community Development, and Daniel Kramer, Head of Business Development for Circuit, provided presentations Councilmember Downey asked if any Circuit vehicle could accommodate a collapsible rollator or if a wheelchair-accessible vehicle would be required, and why the pilot program's duration was set for March through August. Mr. Kramer responded that all vehicles are equipped to handle either a collapsible rollator or a wheelchair. Mr. Grunow explained that the chosen timeframe aims to capture data both before and during the high visitor season but could be adjusted as needed.
Councilmember Donovan asked whether the expected greenhouse gas reductions were in line with the existing Climate Action Plan targets, and pricing models utilized by other Circuit users. Mr. Grunow responded that the projected ridership could surpass the current climate goals. Mr. Kramer added that the City of Oceanside initially offered a free pilot program but started charging upon its conclusion, Pacific Beach did not charge for the first three months but later introduced fees, and the City of Chula Vista initiated a free service but subsequently introduced pricing. The City of San Diego’s FRED (Free Ride Everywhere Downtown) program is still free of cost.
Mayor Bailey asked if there was any data showing the elasticity of the service when nominal fees were introduced. Mr. Kramer stated that typically there was no overall decrease in demand when fees were introduced but rather a decrease in cancellations.
Councilmember Duncan asked what funding sources other agencies’ shuttle programs utilized and if any other agencies excluded hotels with geofencing. Mr. Kramer replied that some agencies received grant funding or pay for the service with parking meter fees and that he did not believe other agencies excluded hotels, noting that it was a source of revenue for the service.
Mayor Bailey asked if Circuit has any solely ridership funded operations. Mr. Kramer responded in the negative, noting that most agencies utilize advertising to subsidize the service cost.
Councilmembers and Mr. Kramer discussion ensued regarding the initial proposal that was structured as door-to-door service in the Village, proposed shuttle service in the Cays measuring ridership and its alterations after implementation, if necessary, requirement of highway-drivable vehicles to service the area, and that the vehicle was shared with multiple parties.
DocuSign Envelope ID: 3B06DA11-56CC-423E-9E2A-564C62C96EA1 September 5, 2023 Coronado City Council Minutes Page 131 Carolyn Rogerson asked if the data on carbon footprint removal accounted for only gas vehicles and cited the large number of electric vehicles in Coronado.
Jim Rinehart spoke in support of charging a fee to riders.
Karen Rodgers spoke in support of the pilot program.
Discussion ensued among the City Council regarding pilot program operations, ridership fees, suggested modifications, implementation processes in other city agencies, and grant funding.
A motion to approve a six-month pilot program from April through September 2024 with door-to-door services in the Cays and Village and inclusion of hotels, free of charge, with the recommended hours, using the recommended number of vehicles, and implementation of a survey to gather ridership data including determining the number of cars taken off the road was made by Councilmember Downey and seconded by Councilmember Donovan.
Councilmember Donovan voiced support for the continuation of the summer shuttle service, inclusion of specific metrics in the evaluation process for service efficiency, which would encompass factors such as reduced wait times for passengers and the number of vehicles actively in service. He further noted the importance of gathering data on any cars that would otherwise be driven if not for the service and assessing the impact of the shuttle service on parking availability within the City.
Councilmember Duncan proposed an amendment to extend the hours of service on Friday and Saturday nights to 11:00 p.m.
Councilmember Downey agreed to the amendment and clarified the motion to include the revision. Councilmember Donovan reaffirmed his second.
Councilmember Tanaka noted that the service metrics should include the number of riders utilizing the service and the average wait time experienced by passengers, and his preference for initiating the service in the month of March.
Councilmember Downey amended her motion to have the six-month pilot program beginning in March and concluding in August and extending the pilot program if desired.
Councilmember Donovan reaffirmed his second.
Mayor Bailey provided comments regarding the program’s cost per rider and asked the Council to consider both the quantity of riders and the cost-basis criteria they would deem as indicative of a successful program once the pilot phase is completed.
The motion carried by the following results:
Yes: (4) Councilmember Donovan; Councilmember Downey;
Councilmember Duncan; Councilmember Tanaka;
No: (1) Mayor Bailey.
