CITYWIDE SURVEY AND DIRECTION ON NEXT STEPS
Tricia Olsen, Senior Planner, presented the staff report utilizing a PowerPoint presentation.
Councilmember Downey asked if the 2,044 properties identified in the survey as potentially meeting historic designation requirements had not been through the historic designation review process. Ms. Olsen confirmed that the properties had not been through the review process.
Vickie Stone, curator at the Coronado Historical Association, provided comments regarding support for a 50-year threshold and concerns about the survey’s assessment of historic districts and how the survey would be used.
Glenn Hopson provided comments regarding maintaining the 75-year threshold and the burden to homeowners of a mandatory historic designation review.
Neville Rich provided comments regarding the cost burden to homeowners of a historic designation review and demolition permit.
Susan Keith provided comments regarding the uniqueness of Coronado’s architecture and spoke in support of retaining the existing requirements.

Councilmember Donovan asked if the Historic Context Statement (HCS) provided guidance on the assessment of historic districts. Ms. Olsen replied that the consultants were unable to recommend a defined geographical area to create a historic district and noted that the HCS and Survey did not limit anyone from applying for a historic district designation.
Councilmember Donovan provided comments regarding the criteria surrounding a historic home designation and noted that a home is not deemed historic based solely on its age.
Discussion ensued among the City Council regarding the history of Coronado’s historic designation process, the reasons for conducting a historic research and context survey, exclusion of Tier 3 from required review, lowering the threshold to match California Environmental Quality Act’s (CEQA) 50-year threshold, what an incentivization program for homeowners would entail, noticing homeowners in all tiers, and providing an additional 60-day comment period for the public.
A motion to accept the draft Historic Context Statement and Citywide Survey and to maintain the established 75-year threshold for Determination of Historic Significance Review, to notify property owners in all tiers of their status, to provide an additional public comment period of sixty (60) days and to direct staff to provide a future report on CEQA’s 50-year threshold and on a voluntary versus involuntary review program was made by Councilmember Donovan and seconded by Councilmember Downey.
The motion carried by the following results:
Yes: (4) Councilmember Donovan; Councilmember Downey;
Councilmember Duncan; Mayor Bailey
No: (1) Councilmember Tanaka
Mayor Bailey asked if there would be support for an analysis of the long-term financial implications of the City’s historic program and Mills Act benefits. Councilmember Donovan asked for clarification regarding how far into the future the analysis should study and noted that the Council receives a report on the City’s five-year financial prospectus on an annual basis. Mayor Bailey noted that there are potentially an additional 200 homes that may receive Mills Act designations and that the City Council may wish to determine if there should be a cap or some other limit on the amount of designations so that the City is not overly burdened with property tax subsidies. Councilmember Donovan noted that there are numerous variables that would affect a long-term financial analysis and stated his opinion that the five-year projection is sufficient.
Councilmember Downey provided comments regarding the financial incentive to Mills Act designations and noted that the first homes in the program received a full waiver of property taxes whereas properties subsequently inducted into the program received a DocuSign Envelope ID: 3726A3E2-5059-46AB-ACD1-F705AB11E2D9 November 21, 2023 Coronado City Council Minutes Page 164 property tax reduction of 50%. Councilmember Downey requested that staff ask the San Diego County Tax Assessor’s Office to provide information on how the Mills Act property tax reduction is computed for the homeowners to make the determination whether a Mills Act designation is a viable or beneficial option for them prior to beginning the determination process.
Mayor Bailey commented that a home that is designated historic is not necessarily entitled to the benefits outlined in the Mills Act and that the Council may want to review if the criteria for historic property review is uniform.

DISCOVERY OF AN INVASIVE ALGAE CAULERPA PROLIFERA IN THE
