6. INFORMATIONAL ITEMS/STAFF REPORTS
Tony Winney, Assistant City Manager, introduced Glenn Schmidt of Schmidt Design Group. Mr. Schmidt presented a review of the Cays Park Master Plan Design Options and a recap of the overall project.
Commissioner Ritter asked about the timing of the public meetings being in the evening, and if that allowed for enough parents with young children to attend.
Mr. Schmidt responded that the student population was hard to engage due to scheduling issues at the high school, but several children did attend the pop-up event at the library.
Commissioner Koczon asked how the four design options were ranked.
Mr. Schmidt responded that a vote wasn’t conducted, rather running feedback was taken into consideration. However, the 100 and 75 options seemed to garner the best feedback.
Commissioner Allen inquired about the process of arriving at one design plan.
Mr. Schmidt responded that the amount of open recreation space will be decided first, and from there they will take all the feedback they’ve received into account.
Commissioner Sarich asked how the park would be lit at night aside from vertical lighting structures on the ball fields.
Mr. Schmidt responded that there would be security lighting on the pathways.
Bob Plumbley spoke in opposition to additional lighting and would like the exterior wall to be kept at it’s current height.
Robin Hagemann spoke about her experience on the Mobility Commission and urged the Commission to keep the whole Community in mind, not just the Cays.
Lisa Brenden requested clarification regarding whether design revisions will be taken into consideration after completion, if the Silver Strand and Middle School bus turnaround had Attachment 10
been thought about, bathroom options, and irrigation and water usage. Ms. Brenden also spoke in opposition to any private surveys being used.
Liza Butler supports changes to the park but would like to see it become much more inclusive.
Dan Hunting spoke in support of the playing fields and wants to keep the park as is.
Jim Collora and Richard Tolles spoke in opposition to any changes to the park outside of basic improvements.
Tina Christensen provided comment on the park becoming more community focused, rather than revolving around sports use.
Kevin Reilly provided a presentation to the Commission.
Commissioners Allen and Ritter wouldn’t feel comfortable selecting just one of the design options, they would prefer to give overall feedback.
Commissioner Ritter reiterated that Tidelands Park should be taken into consideration when it comes to easing sports field usage at Cays Park and voiced her opposition to removing the baseball infield as well as the basketball court.
Commissioner Corley provided comment that pickleball courts should be placed away from houses in order to reduce noise concerns.
Commissioner Sarich voiced support for keeping the park as is while making basic improvements and repairs.
Commissioner Koczon voiced support for making the park more inclusive as well as adding an amenity for sunset viewing.
Commissioner Ritter brought up elements from other parks that Schmidt Design Group has worked on and inquired as to why they weren’t included in the four design options and whether they might be taken into consideration in the future.
Mr. Schmidt responded that a lot of those elements were included, but they’ll be able to get into more detail with them at the next level of design.
Commissioner Sarich inquired as to what the budget for this project is.
Mr. Schmidt answered that they have not been given any guidance on that yet.
Attachment 10

Commissioner Ritter voiced her support for making changes in order to make the best park for future generations.
