2 Current cost recovery, and how greater use of alternative rooms may impact the City’s revenues. Review the City’s Facility Use/Fee Policy for potential conflicts in joint uses and/or offering certain rooms for free to groups currently allocated to Winn Room. The Recreation and Golf Services Department generated over $216,000 in total rental revenue with over $167,000 from the Nautilus Room. Resident rental revenue equals 25% of total revenue.
Non-resident rental revenue equals 67% of total revenue. Non-profit rental revenue equals 8% of total revenue.
The City’s Facility Use Policy for Recreation facilities identifies a number of requirements for use of Recreation facilities which does not align with the Library’s current practices of booking the Winn Room for events and programs. These are listed below.
Recreation programs must share schedule in facility rooms Application Fee for Use and Security and Cleaning Deposits Classifications of Users
Special interest group considerations
Liability Insurance

Summary
There is an opportunity to move programming from the Winn Room to the Nautilus Room during weekdays, as long as the events are not performance-related that heavily rely on acoustics due to the poor acoustics conditions present in the Nautilus Room.
The Grand Room can be more fully utilized on weekend evenings. Recreation and Golf Services staff will add future programming on Saturday days to the Spreckels Center that can more fully serve the 50+ and senior community.
The Club Room is a smaller space, but generally available on weekends for additional programming.
Due to the Winn Room being the only “free” City community room, moving programming would necessitate a discussion how to offset City costs of operations at the other three rooms, which charge for rentals for cost recovery.
