5a. CITY COUNCIL WORKSHOP: WINN ROOM RENOVATION PROJECT –
CITY COUNCIL WINN ROOM SUBCOMMITTEE REPORT
Councilmember Tanaka introduced this item, providing an overview of the 2021 proposal, including its specifications, the goals of the Winn Room Subcommittee, the four proposed design options along with their estimated costs, and noted that the workshop's aim was to gather public feedback to decide on the most suitable size and functionality for the Winn Room.
City Manager Tina Friend, Director of Library Services Shaun Briley, and Assistant City Manager Tony Winney jointly presented the staff report utilizing a PowerPoint presentation.
Councilmember Downey asked about the allocation of City funds for the high school auditorium's upgrade, to which City Manager Friend confirmed that funds had been set aside. Councilmember Downey further inquired if the latest estimate for the minimum required upgrades had risen from the initial $1.5 million. City Manager Friend acknowledged that the new estimate had indeed escalated to $3.2 million. Additionally, Councilmember Downey observed that the proposed audio-visual enhancements were a common feature in all four design options.

Principal Architect Jackie Lu clarified that ADA upgrades were not part of the four options. Councilmember Tanaka commented that the subcommittee was under the impression that ADA upgrades were not necessary.
Councilmember Donovan further asked about the venues for the three events between May 2022 and April 2023, which collectively attracted over 1,200 attendees. Director of Library Services Briley informed that two events took place at the Coronado School of the Arts’ auditorium and one at the John D. Spreckels Center. Councilmember Donovan additionally inquired about scheduling and availability of the John D. Spreckels Center.
Councilmember Tanaka noted that increasing usage of the John D. Spreckels Center would not resolve existing issues with the Winn Room. City Manager Friend noted that John D. Spreckels Center Grand Room required reservation fees unlike the Winn Room.
Councilmember Donovan requested more information on facility booking fees from the Recreation and Golf Services Department.
Councilmember Duncan asked how many of the 420 events held in the Winn Room were sold out, whether there were potential unscheduled events that could be accommodated with increased capacity, and Director of Library Services Briley's preferred option among the four. Director Briley stated that 14 events were sold out, affirmed the possibility of hosting more unscheduled events with expanded capacity, and expressed a preference for Option 4.
Brenda Jo Robyn¸ member of the Library Board of Trustees, stated her neutrality towards the four options, emphasizing the need for a Winn Room meeting space accommodating audio and visual impairments, and the importance of timely project completion.
Karen Strouse, member of the Library Board of Trustees, provided comments regarding the need for additional spaces in Coronado to accommodate its increasing population.
Todd Little, member of the Library Board of Trustees, provided comments regarding the importance and need of renovations and support for Option 3.
Carl Luna, president of Friends of the Library, provided comments regarding support for Option 4 and additional public noticing.
Jeane Luna, member of the Friends of the Library, provided comments regarding support for Option 4.
Susan Keith provided comments regarding her request to schedule public meetings outside of holiday periods, preference for options that do not involve tree removal, support for updates to the Winn Room, and concerns over sufficient parking.
Christian Esquevin, president of the Coronado Roundtable, provided comments regarding previous upgrades to audio-visual equipment and support for Option 3.

Harold Meyers utilized a PowerPoint presentation to provide comments regarding low attendance at Winn Room events and support for upgrades without expansion.
Samanth Bey, member of the Street Tree Committee, provided comments regarding support for Options 1 and 2 due to their exclusion of tree removal.
Shannon Player provided comments regarding support for Options 1 or 2, both for their avoidance of tree removal, and the low attendance at Winn Room events.
Angela Colbertson provided comments regarding cost concerns, support for treepreserving options, and the use of semi-permanent acoustic panels.
Mayor Bailey requested the subcommittee broaden its scope to include examining the scheduling of City-owned facilities and to consider greater utilization of the Lamb’s Players Theatre and the Coronado High School, along with understanding the specifics of both these facilities.
Councilmember Duncan requested the subcommittee receive input from Marvin Heinze and asked for the size of the trees planned for replacement. Director of Public Services and Engineering Leon First responded that replacements would be 48-inch box trees, and that the City could potentially plant more trees than what would be removed.
Councilmember Duncan requested the subcommittee evaluate options for new trees and their associated costs, perform a safety analysis on trees, and engage in public outreach on the Winn Room on weekends. Furthermore, Councilmember Duncan requested the subcommittee research underused assets of City-owned facilities, improving scheduling processes, and how nonprofit organizations arrange their meetings.
Councilmember Donovan inquired about the expense involved in placing this matter on a ballot. City Clerk Kelsea Holian replied that it would cost between $50,000 and $60,000 during a regular election held in November. Councilmember Donovan requested the subcommittee explore blinds and drapery to improve acoustics, increase public outreach efforts, and explore John D. Spreckels Center’s scheduling.
Councilmember Downey commented on the possibility of better scheduling of facilities, discussed the total City revenue and possible expenditures for proposed capital projects, expressed support for more public outreach, and noted that while all four options included blackout curtains, only permanent installations would markedly improve acoustics.
Councilmember Tanaka summarized directives for the Winn Room Subcommittee from the City Council: ensuring public noticing for subcommittee meetings, compiling data on current usage of the Winn Room, ongoing research for the specifications, fees, and scheduling of City-owned facilities, attention to ADA accessibility, and regular updates to the Project Coronado Public Library Winn Room website.
