CITY COUNCIL STAFF REPORT

ACCEPT THE COURT RESURFACING AND IMPROVEMENTS PROJECT AS COMPLETE
AND DIRECT THE CITY CLERK TO FILE A NOTICE OF COMPLETION RECOMMENDATION:
Accept the Fiscal Year (FY) 2020-2021 Court Resurfacing and Improvements project as complete and direct the City Clerk to file a Notice of Completion.
BACKGROUND:
On September 8, 2022, a project to resurface the City courts was advertised. The scope of work included a total of 11 tennis courts, conversion of 2 tennis courts to 8 pickleball courts, 1 basketball court, and 1 practice court. The final court locations are noted in the following table:
ITEM LOCATION COURT QUANTITY
1 Cays Park 3 Tennis (T) + 8 Pickleball
+1 Basketball
2 Tennis Center
(Glorietta) 8 T + 1 Practice
3 Library 2 T
On October 18, 2022, the City received 2 bids and the apparent responsive and responsible low bidder was Trueline Construction and Resurfacing, Inc. On November 15, 2022, the City Council awarded a contract to Trueline Construction and Resurfacing, Inc. in the amount of $422,930.
ANALYSIS:
Trueline Construction and Resurfacing, Inc. was issued the Notice to Proceed for Mobilization on December 15, 2022 and the Notice to Proceed with Construction on April 17, 2023. The project was delayed several times due to inclement weather and was substantially complete in accordance with the project plans and specifications on August 7, 2023.
Recording of the Notice of Completion is an important step in finalizing the construction contract. It is a written notice issued by the owner of the property to notify parties that the work has been completed and it triggers the time period for filing of mechanics’ liens and stop notices to 30 days. Final retention payment is not made to the contractor until the 30-day period to file liens and stop notices has lapsed.
FISCAL IMPACT:
The Coronado Tennis Courts Resurfacing project (400710-9811-21005) was approved as part of the FY 20/21 mid-year budget adjustment. There was a total available project budget of $199,427 ($130,000 from the Capital Projects Fund, $69,427 from the Recreation Tennis Maintenance Project fund). An additional appropriation of $266,424 was approved from the Capital Projects City of Coronado Page 47
Fund 400 on November 15, 2022 for a total project budget of $465,851. A total of $457,638 was utilized leaving a balance of $8,213 returned to Capital Projects Fund 400.

CITY COUNCIL STAFF REPORT
December 19, 2023 5d
APPROVAL OF THE ADMINISTRATIVE BUDGET AND THE RECOGNIZED OBLIGATION PAYMENT SCHEDULE (ROPS) FOR FISCAL YEAR 2024-25 RELATED TO THE SUCCESSOR AGENCY’S CLAIM FOR REDEVELOPMENT PROPERTY TAX TRUST FUNDS RECOMMENDATION:
Approve the Administrative Budget and the Recognized Obligation Payment Schedule (ROPS) for July 1, 2024 to June 30, 2025.
BACKGROUND:
On September 22, 2015, Governor Brown signed Senate Bill No. 107 (SB 107). SB 107 terminated the preparation of the six-month schedule of payments called the ROPS as of December 31, 2015, and requires yearly ROPS reporting for each fiscal year. The City Council, acting as the Board of the Successor Agency, is required to approve the ROPS. Once the City Council approves, the ROPS will be submitted for approval to the Countywide Redevelopment Successor Agency Oversight Board. As of July 1, 2018, local Oversight Boards were replaced with regional Oversight Boards. The San Diego Countywide Oversight Board will meet in January to review the ROPS for all the Successor Agencies in San Diego County.
SB 107 redefined administrative cost allowance in Health and Safety Code Section 34177.3(b) to mean the maximum amount of administrative costs (3% of the actual prior year Redevelopment Property Tax Trust Fund (RPTTF) is $568,180) which may be paid by a successor agency from the RPTTF funds in a fiscal year. Beginning on July 1, 2016, and for every fiscal year thereafter, the administrative cost allowance was set at a maximum of three percent (3%) of the actual RPTTF funds available to the Successor Agency by the County Auditor and Controller in the preceding fiscal year for payment of approved enforceable obligations, reduced by the Successor Agency’s administrative cost allowance and any loan repayments made to the City under Health and Safety Code Section 34191.4(b) during the preceding fiscal year.
As a result of the interest rate savings and the early redemption feature (“turbo redemptions”) of the 2018 Tax Allocation Refunding Bonds (TARB), it is expected that the Successor Agency (SA) will retire TARB obligations by Fiscal Year 2027-28. This is eight years earlier than was previously expected.
ANALYSIS:
Staff has prepared a draft ROPS for July 1, 2024 through June 30, 2025. The following list highlights noteworthy items on the ROPS 2023-24:
Bond payments and trustee fees scheduled during the period are reflected in items 66 through 68. The total amount of obligations for these lines is $23,071,125. Included in this amount is $5,000 for bond trustee fees, $10,526,125 for debt service in FY 2024-25, and a turbo payment of $12,545,000 (approved for prior year was $9,190,000). Item 17 is an obligation of $5,570 for the re-entered lifeguard tower loan.
City of Coronado Page 49
Item 30 is administrative expenses of the Successor Agency for FY 2024-25, estimated to be $316,319.
Item 46 represents a property tax reimbursement payment to Five Star Theatres, Inc. based upon the terms of the Participation Agreement and is estimated to be approximately $44,500.
The enforceable obligations amount due during the coming fiscal year is $23,442,514. In addition to the ROPS payments, the RPPTF is pledged to pay for San Diego County Tax Collection/Administrative expenses, property tax pass-through to the Coronado Unified School District and to the State of California (the residual RPTTF amount which is left over after payment of all other pledges).
Successor Agency Administrative Budget for FY 2023-24
The Administrative Budget and ROPS 2024-25 must be submitted to the State Department of Finance (DoF) and the San Diego County Auditor and Controller no later than February 1, 2024.
A copy of the draft ROPS 2023-24 and the Administrative Budget will be posted on the City’s website. SB 107 gives the DoF until April 15, 2024, to make a determination of the enforceable obligations listed on ROPS 2024-25. Within five business days of the DoF’s determination, the Successor Agency may request additional review and a meet and confer over any disputed items, except for those items which are the subject of litigation disputing the DoF’s previous or related determination.

FISCAL IMPACT:
The ROPS 2024-25 lists all of the remaining obligations of the former Community Development Agency (CDA), including bonded debt, contract obligations, and the administrative costs due during the period July 1, 2024 through June 30, 2025. The ROPS 2024-25 approval is the Successor Agency’s claim for the continued receipt of funds from the Redevelopment Property Tax Trust Fund (RPTTF) in the upcoming period. The total requested ROPS 2024-25 amount is $23,442,514.
The City’s administrative efforts to manage the Successor Agency and the implementation of the dissolution process are paid by an “administrative allowance” which is limited to 3% of actual RPTTF amount received in the preceding year, but no less than $250,000 per fiscal year unless the permissible maximum annual administrative costs are less than $250,000. The amount estimated for FY 2024-25 is $316,319.
SUCCESSOR AGENCY AUTHORITY: Senate Bill 107 (SB 107) requires the Successor Agency to submit the Oversight Board approved annual ROPS for Fiscal Year 2024-25 to the State of California Department of Finance (DoF) and the San Diego County Auditor and Controller on a DoF-approved form pursuant to instructions provided by the DoF no later than February 1, 2024.
ROPS 2024-25 is subject to DoF review. The DoF may modify, eliminate and/or approve ROPS entries.

REVIEW THE RECOMMENDATIONS OF THE CULTURAL ARTS COMMISSION TO INSTALL
NONPROFIT ORGANIZATION BANNERS ON THE ORANGE AVENUE CORRIDOR STREET LIGHT POLES JANUARY 5 THROUGH MARCH 31, 2024, AND MODIFY THE BANNER DISPLAY CALENDAR FOR 2024
RECOMMENDATION:
Approve the recommendations of the Cultural Arts Commission to install banners for the Coronado Hospital Foundation and the Coronado Recreation & Golf Department for the January – March 2024 nonprofit banner display and to modify the installation schedule for 2024 to display nonprofit League of Wives Foundation banners April through June 2024 to coincide with the installation of the League of Wives Memorial sculpture slated for May 2024 and schedule the 2024 Celebrate Coronado Artist banners installation for September through November 2024.
BACKGROUND:
The Orange Avenue Street Banner Program was initiated in 2016 and is funded through a Discover Coronado Community Enhancement Grant. Banners are displayed on the Orange Avenue corridor from First Street to Avenida de las Arenas. In 2018 the banner program introduced two of five series open to local nonprofit organizations seeking to display banners highlighting their organizations along Orange Avenue either during the September 15 through Thanksgiving series or the January through March series. The 2018 National Citizen Satisfaction Survey polled Coronado residents and nearly 80 percent of respondents support the display of the banners on a year-round basis.
The purpose of the program is to accentuate the city’s main thoroughfare, welcome citizens and visitors to Coronado’s main street, and to celebrate Coronado traditions including holidays, events and activities. The City limits and regulates banners to maintain safe and effective travel through the City and avoid over-commercialization. Goals of the program include adding color, excitement and a festive look to Orange Avenue, celebrating cultural and civic events and promoting Coronado traditions.
The program is administered by the Coronado Cultural Arts Commission. The Banner Committee, comprised of volunteers from the Cultural Arts Commission, Coronado MainStreet, Coronado Chamber of Commerce and Discover Coronado review and recommend to the Cultural Arts Commission all banner designs and updates to the program. In turn, the Cultural Arts Commission presents recommendations to the City Council for final decisions regarding the banner program.
The Fiscal Year 2023-24 nonprofit banner series was advertised to the general public via the City Manager’s Weekly Report, the Coronado Eagle Journal and the CoronadoTimes. It was also publicized via the CoronadoARTS.com website and the CoronadoArts Facebook page. Eight inquires were received. Applicants are required to apply and submit designs of banners. The City Council approved fall 2023 designs of the Coronado Island Film Festival, the Coronado Chamber of Commerce/Discover Coronado, and SAFE Harbor Coronado.
City of Coronado Page 56
ANALYSIS:
Two local non-profit organizations submitted complete applications for consideration for the January through March 2024 Orange Avenue Street Program non-profit series. The banner applications were screened to make sure the organization is an active Coronado nonprofit and all artwork is reviewed against the established design criteria published for the program. Sharp Coronado Hospital Foundation, submitting in partnership with Sharp Coronado Hospital, initially submitted three designs and the banner committee reviewed and selected two banners with slight modifications (Attachment 1). Coronado Recreation and Golf Services submitted four designs for consideration.
The banner committee reviewed and made slight modifications in color and picture selection and recommended all four banners for display (Attachment 2). The Cultural Arts Commission considered the recommendations at their December 7, 2023, Regular Meeting and unanimously recommended the designs for installation from January through March 2023.
FISCAL IMPACT:
The Banners on Orange Avenue are funded entirely by a grant from Discover Coronado. This includes banner production and installation. Applicants are responsible for providing camera ready art at their expense. The cost to produce and install a new series of 60 banners on 30 poles is approximately $7,500.
ALTERNATIVE:
The City Council could not accept the Cultural Arts Commission recommendation and provide different direction to staff.

Dear Kelsea,
I am writing to officially express my interest in seeking reappointment for another three-year term on the Cultural Arts Commission. I have given it much thought and concluded that in addition to my enjoyment of volunteering with the City, I fervently wish to complete a number of projects that I’m currently working on.
Further, as with any new position of responsibility, it takes time to learn one’s way around and gain knowledge of how the City works, and how one can best fulfill its needs. An additional term would allow me to work creatively and efficiently for the best of the Commission.
Finally, the current members of the CAC are a wonderful and intelligent group to work alongside, while under the very competent leadership of Kelly Purvis. While we Commissioners are serving the City, we are also learning new skill sets and building bridges within the community.
Thank you for the opportunity of serving the City of Coronado on the Cultural Arts Commission.
Sincerely,
Dawn

Consider for reappointment three members to serve three-year terms to expire December 31, 2026 on the Mobility Commission.
BACKGROUND:
The City of Coronado Administrative Procedure No. 204 and Council policy limits the time an individual may serve on a board, commission, or committee to a maximum of two terms or eight years, whichever is less. PLANNING COMMISSION RESUME
I’ve been in the construction industry since graduating college in 1974. The first 2 years in Boston, the next 25 in Ithaca, NY and the last 21 years in Coronado (Cavanaugh Construction). The majority of my construction projects have been Custom Homes and Remodels. My years here in Coronado have provided a bird’s eye view of the function of the Community Development Department and provided an in-depth understanding of the local Zoning Ordinances and Title 88: The Orange Ave. Corridor Specific Plan. My years in Coronado have also corresponded with RISPs 1, 2, and 3. The work of the RISP Committee(s) demonstrates how our local government can make significant changes when earnestly responding to community concerns and input. It also showed that if you care about something in Coronado you can be a volunteer and possibly make an impact.
In conclusion:
I’ve recently retired and would like to serve our exceptional community in this small way by volunteering to be on the Planning Commission. I would like to give something back to my community that has been so good to me and my family.

REVIEW AND RECEIVE THE AMERICANS FOR THE ARTS ARTS & ECONOMIC PROSPERITY 6 (AEP6) REPORT
RECOMMENDATION:
Receive the Americans for the Arts Arts & Economic Prosperity 6 (AEP6) Report from the Cultural Arts Commission and provide direction to Cultural Arts Commission.
BACKGROUND:
The recently published Arts & Economic Prosperity 6 (AEP6) report, conducted by Americans for the Arts, a leading nonprofit organization in advancing the arts and arts education, serves as a comprehensive economic and social impact study of the nation's nonprofit arts and culture industry. The full report is available online at AEP6.AmericansForTheArts.org.
This study, conducted every five years, highlights the positive correlation between investing in arts and culture and strengthening our economy, resulting in more vibrant and livable communities. Coronado conducted similar local studies in 2013 and 2015 but participated for the first time in this national study. The AEP6 findings provide a more comprehensive evaluation of the impact of arts and culture and the results are recognized nationally.
The results of the Arts & Economic Prosperity Survey make clear that arts and culture organizations, programs, events, and activities are powerful catalysts for economic prosperity in a community. Despite the obstacles presented by the COVID-19 pandemic, the arts have played a pivotal role in economic rejuvenation, fostering community cohesion, and stimulating local economies.
The City of San Diego collaborated with six San Diego County municipalities and two cultural districts and sponsored the umbrella study fee of $9,000. The cities that participated along with Coronado were Carlsbad, Encinitas, Escondido, National City, Oceanside and San Diego as well as the Balboa and Oceanside Cultural Districts. The Coronado City Council approved participation in the study on August 17, 2021 and the supplemental fee of $2,550 to produce summary results specifically for Coronado.
In Coronado, 29 out of 30 eligible nonprofit arts and culture organizations submitted their financial and attendance information necessary for the AEP6 analysis achieving an impressive overall participation rate of 96.7%. In addition, audience surveys, conducted at 16 different arts and culture events throughout the community by Arts Commissioners and volunteers further contributed to the study results for Coronado.
ANALYSIS:
The AEP6 provides a broad perspective, revealing that nationally America's nonprofit arts and culture sector is a $151.7 billion industry, supporting 2.6 million jobs and generating $29.1 billion in government revenue. The AEP6 findings also reveal that San Diego County's nonprofit arts and culture sector is a $1.3 billion industry, supporting 19,771 jobs and generating $320,693,871 in local, state, and federal government revenue.
City of Coronado Page 111
Specifically in Coronado, the nonprofit arts and culture industry contributed $39.2 million to the local economy in 2022. Local economic activity was measured by $13.9 million in spending by nonprofit organizations and $25.3 million in event-related spending by audiences, supporting 616 jobs and generating $10.3 million in government revenue. Notably, audience surveys showed that 40% of local arts audiences are Coronado residents, 46% come from within San Diego County, and only 14% are from outside the County. (Attachments 1 and 2) The study also highlights the economic impact of arts events in Coronado, with local attendees spending an average of $36.86 (in addition to ticket costs) compared to non-local attendees who spend an average of $98.78. This diverse mix of attendees enables the quantity and quality of art events in Coronado that are offered throughout the year, emphasizing the importance of both local and non-local support.
The study not only quantifies the economic impact of the arts in Coronado but also highlights the significant level of volunteer support. In 2022, over 2000 volunteers donated over 85,000 hours, valued at $3.2 million to Coronado nonprofit organizations. This volunteer support is a crucial element that binds our community together, making Coronado a great place to live.
Further analysis of the AEP results confirms the health and growth of our nonprofit arts sector, showcasing its substantial contribution to the local economy and community fabric. The community's active engagement, both in attendance and volunteering, underscores the positive impact of the arts. The arts not only attract people from outside Coronado, supporting local businesses, they provide diverse arts programming to our residents and have high levels of support from our residents demonstrated by the number of volunteers and hours donated as well as high public opinion regarding local arts nonprofits and events.
With a population of fewer than 50,000, Coronado fits into Cohort A of the study. Out of 43 communities in this group there were only two other California communities: Laguna Beach (pop. 22,991) and City of West Hollywood (pop. 36,854). Laguna Beach has total industry expenditures of over $88.3M compared to Coronado’s $39.2M. Laguna Beach has a major art event every summer in the “Pageant of the Masters” that runs approximately eight full weeks and attracts more than a quarter million people each year. West Hollywood’s total industry expenditures were $12.4 million. The Cultural Arts Commission analyzed the eight Cohort A cities with spending over $12 million. In most cases, like Coronado the cities have special events or recreational amenities that attract large audiences that impact their study numbers (Attachment 3).
Key challenges identified through collaboration with participating arts partners include the need for affordable and quality venues for performing arts organizations and performances. Continued organizational support is needed for both new and established nonprofits, with an emphasis on board development, identifying and securing grant sources and marketing. Since its inception the Cultural Arts Commission has provided support with grant assistance and marketing through several grant writing instructional programs, a weekly e-mail “Five on Friday” highlighting local arts events as well as collaborating on a Coronado Calendar slated for a community-wide launch in 2024. The Commission is exploring opportunities to work with our nonprofits to strengthen their boards and membership as well as working to support venue development for future programming. The Commission will bring forward new goals and initiatives based on the AEP6 findings to the City Council in spring of 2024.
City of Coronado Page 112
In conclusion, local nonprofit arts and culture organizations keep arts spending within the community, and despite the challenges posed by the COVID-19 pandemic, play a key role in economic development and nurture community identity. Coronado's investment in the arts not only significantly contributes to the local economy but also fosters arts and culture.
FISCAL IMPACT:
The cost of the study for Coronado was $2,400, and was paid in March of 2022 from the Cultural Accounts Account 15053000-80030. All survey and organizational data was gathered by Cultural Arts Commissioners and volunteers.

Past studies have focused primarily on the financial, economic, and tourism contributions of the nonprofit arts and culture industry. AEP6 expands beyond those topics to include measures of social impact. Surveys completed by individual attendees in the San Diego County demonstrate an appreciation for how the arts and culture impacts the development and well-being of the community and its residents.
Audiences Demonstrate Appreciation for the Impact of Arts and Culture Level of Agreement with Social Impact Statements Audiences “This venue or facility is an important pillar for me within my community.” 81.6% “I would feel a great sense of loss if this activity or venue were no longer available.” 85.0% “This activity or venue is inspiring a sense of pride in this neighborhood or community.” 87.9% “My attendance is my way of ensuring that this activity or venue is preserved for future generations” 85.1% About This Study
Americans for the Arts conducted AEP6 to document the economic and social benefits of the nation’s nonprofit arts and culture industry. The study was conducted in 373 diverse communities and regions across the country, representing all 50 states and Puerto Rico. The City of San Diego Commission for Arts and Culture joined the study on behalf of San Diego County. For additional information including the national report, summaries for the 373 communities, an online calculator, and the project methodology, visit www.AEP6.AmericansForTheArts.org.
Surveys of Nonprofit Arts and Culture Organizations
Nationally, detailed information was collected from 16,399 nonprofit arts and culture organizations about their FY2022 expenditures (e.g., labor, local and non-local artists, operations, materials, facilities, and asset acquisition), as well as their event attendance, in-kind contributions, and volunteerism. Surveys were collected from February through July 2023. Some organizations only provided total expenditures and attendance (they are included in the study). Responding organizations had budgets ranging from a low of $0 to a high of $375 million. Response rates for the 373 communities averaged 43.9% and ranged from 5% to 100%. In San Diego County, 226 of the 699 total eligible nonprofit arts and culture organizations provided the financial and attendance information required for the study analysis—an overall participation rate of 32.3%. It is important to note that each study region’s results are based solely on the survey data collected. Therefore, the less-than-100 percent response rates suggest an understatement of the economic impact findings.
Surveys of Nonprofit Arts and Culture Audiences
Audience-intercept surveying, a common and accepted research method, was conducted to measure event-related spending by audiences. Attendees were asked to complete a short survey while attending an event. Nationally, a total of 224,677 attendees completed the survey. The randomly selected respondents provided itemized expenditure data on attendance-related activities such as meals, souvenirs, transportation, and lodging, as well as socioeconomic information, ZIP code of primary residence, and four social impact questions. Data was collected from May 2022 through June 2023 at a broad range of both paid and free events. In San Diego County, a total of 4,636 valid audience-intercept surveys were collected from attendees to nonprofit arts and culture performances, events, exhibits, and special events during the period from May 2022 through June 2023.
Studying Economic Impact Using Input-Output Analysis
Americans for the Arts uses the IMPLAN platform to create the customized models for each of the 373 study regions. Input-output models calculate the interdependencies between various sectors or industries within a region.
This analysis traces how many times a dollar is respent within the local economy before it leaks out, and it quantifies the economic impact of each round of spending. This form of economic analysis is well suited for AEP studies because it can be customized specifically to each participating community, region, or state. To complete this analysis for San Diego County, the researchers used the IMPLAN platform to build a customized inputoutput model based on the unique economic and industrial characteristics of San Diego County.
Research Notes: 1 For the purpose of this study, local attendees live within San Diego County; nonlocals live elsewhere. 2 To calculate the total audience expenditures in San Diego County, first the audience expenditure findings were calculated for each of the participating sub-regions that are located within San Diego County. Next, the residency percentages and the average per person arts-related expenditure for residents and nonresidents were applied to any additional attendance data collected from organizations located within San Diego County but outside the participating sub-regions. Finally, the results were added to the findings from the individual sub-regions. It is important to note that, as a result, the aggregate audience expenditures for San Diego County do not equal the average per person event-related expenditure for locals multiplied by the total estimated attendance by locals plus the average per person event-related expenditure for nonlocals multiplied by the total estimated attendance by nonlocals.
