REVIEW THE RECOMMENDATIONS OF THE CULTURAL ARTS COMMISSION TO INSTALL
NONPROFIT ORGANIZATION BANNERS ON THE ORANGE AVENUE CORRIDOR STREET LIGHT POLES JANUARY 5 THROUGH MARCH 31, 2024, AND MODIFY THE BANNER DISPLAY CALENDAR FOR 2024
RECOMMENDATION:
Approve the recommendations of the Cultural Arts Commission to install banners for the Coronado Hospital Foundation and the Coronado Recreation & Golf Department for the January – March 2024 nonprofit banner display and to modify the installation schedule for 2024 to display nonprofit League of Wives Foundation banners April through June 2024 to coincide with the installation of the League of Wives Memorial sculpture slated for May 2024 and schedule the 2024 Celebrate Coronado Artist banners installation for September through November 2024.
BACKGROUND:
The Orange Avenue Street Banner Program was initiated in 2016 and is funded through a Discover Coronado Community Enhancement Grant. Banners are displayed on the Orange Avenue corridor from First Street to Avenida de las Arenas. In 2018 the banner program introduced two of five series open to local nonprofit organizations seeking to display banners highlighting their organizations along Orange Avenue either during the September 15 through Thanksgiving series or the January through March series. The 2018 National Citizen Satisfaction Survey polled Coronado residents and nearly 80 percent of respondents support the display of the banners on a year-round basis.
The purpose of the program is to accentuate the city’s main thoroughfare, welcome citizens and visitors to Coronado’s main street, and to celebrate Coronado traditions including holidays, events and activities. The City limits and regulates banners to maintain safe and effective travel through the City and avoid over-commercialization. Goals of the program include adding color, excitement and a festive look to Orange Avenue, celebrating cultural and civic events and promoting Coronado traditions.
The program is administered by the Coronado Cultural Arts Commission. The Banner Committee, comprised of volunteers from the Cultural Arts Commission, Coronado MainStreet, Coronado Chamber of Commerce and Discover Coronado review and recommend to the Cultural Arts Commission all banner designs and updates to the program. In turn, the Cultural Arts Commission presents recommendations to the City Council for final decisions regarding the banner program.
The Fiscal Year 2023-24 nonprofit banner series was advertised to the general public via the City Manager’s Weekly Report, the Coronado Eagle Journal and the CoronadoTimes. It was also publicized via the CoronadoARTS.com website and the CoronadoArts Facebook page. Eight inquires were received. Applicants are required to apply and submit designs of banners. The City Council approved fall 2023 designs of the Coronado Island Film Festival, the Coronado Chamber of Commerce/Discover Coronado, and SAFE Harbor Coronado.
ANALYSIS:
Two local non-profit organizations submitted complete applications for consideration for the January through March 2024 Orange Avenue Street Program non-profit series. The banner applications were screened to make sure the organization is an active Coronado nonprofit and all artwork is reviewed against the established design criteria published for the program. Sharp Coronado Hospital Foundation, submitting in partnership with Sharp Coronado Hospital, initially submitted three designs and the banner committee reviewed and selected two banners with slight modifications (Attachment 1). Coronado Recreation and Golf Services submitted four designs for consideration.
The banner committee reviewed and made slight modifications in color and picture selection and recommended all four banners for display (Attachment 2). The Cultural Arts Commission considered the recommendations at their December 7, 2023, Regular Meeting and unanimously recommended the designs for installation from January through March 2023.
FISCAL IMPACT:
The Banners on Orange Avenue are funded entirely by a grant from Discover Coronado. This includes banner production and installation. Applicants are responsible for providing camera ready art at their expense. The cost to produce and install a new series of 60 banners on 30 poles is approximately $7,500.
