CITY OF POWAY FLAG PROTOCOL

1. PURPOSE
The purpose of this policy is to establish uniform procedures that maintain honor and respect of the United States flag while displaying or retiring a flag by providing clear and concise protocols. This protocol is in accordance with the Flag Code found in Title 4, Chapter 1 of the United States Code.

2. POLICY
A. Notification
In order to be alerted of a Presidential or Gubernatorial half-staff proclamation, the City Manager’s Offices (CMO) and the Community Services Department Park Ranger assigned to Lake Poway will subscribe to an email list to receive notifications. Two reliable websites on a national and state level respectively are http://www/legion.org/flag/notification and http://ca.halfstaff.org/. When email notification is received, the CMO will contact each department with facilities where flags are flown.

The Customer Services Division of the Administrative Services Department, the Safety Services Department and the Community Services Department will each be alerted of halfstaff proclamations by email or phone call. Each department is responsible for notifying the necessary staff to ensure that the flags are flown accordingly. When an email notification is received while City Hall is closed (e.g. holidays, weekends, alternate closed Fridays), the onduty Park Ranger will notify staff at Community Park, Old Poway Park and the Safety Services Director by email.
