CITY COUNCIL STAFF REPORT
January 16, 2024 {{section.number}}j
ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, AUTHORIZING THE RECEIPT AND APPROPRIATION OF $22,328 IN FUNDS PROVIDED BY THE FISCAL YEAR 2021 STATE HOMELAND SECURITY PROGRAM (SHSP) THROUGH THE COUNTY OF SAN DIEGO”
RECOMMENDATION:

Adopt “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of $22,328 in funds provided by the Fiscal Year (FY) 2021 State Homeland Security Program (SHSP) through the County of San Diego.” BACKGROUND:

In recent years, the State of California has been awarded grant funding from the U.S. Department of Homeland Security. The State, in turn, awards a portion of this funding to each county. Local law enforcement agencies may apply for these funds through the county.

In prior years, the Fire Department has used a portion of the funds to replace and update their portable radios and stop-bleed kits. The Police Department has used prior funding for a variety of projects, including security cameras, portable radios, and ballistic plates.

ANALYSIS:

Public Safety would like to purchase boating equipment for the City’s recently acquired marine vessel, Guardian. This equipment will assist public safety’s mission of patrolling Glorietta Bay and neighborhoods in Coronado on the San Diego Bay. Public safety will engage in water rescues, medical aid, boater assistance and education, and environmental protection. The requested marine equipment will support public safety’s mission of patrolling the aquatic environment around Coronado.

FISCAL IMPACT:

San Diego County has been allocated FY 2021 State Homeland Security grant funds. The City of Coronado is eligible to receive $22,328 of these grant funds. The expenditure and reimbursement revenue will be recorded to the City's Federal Grant Fund 24021000 and may be subject to Federal single audit reporting requirements. These funds must be spent by February 29, 2024.

ALTERNATIVE:

The City Council may choose not to accept the grant funds or direct that the grant funds be used to purchase other equipment.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:
