CONSIDERATION OF APPOINTMENT OF ONE NEW MEMBER TO THE LIBRARY BOARD OF TRUSTEES TO SERVE THE REMAINDER OF A TERM EXPIRING AUGUST 31, 2024 RECOMMENDATION:

Consider for appointment one new member from the submitted applications to serve the remainder of a term expiring August 31, 2024 on the Library Board of Trustees.

BACKGROUND:

The City of Coronado Administrative Procedure No. 204 and Council Policy limits the time an individual may serve on a board, commission, or committee to a maximum of two terms or eight years, whichever is less. City Council Policies No. 6 and No. 23 set forth the process for reappointing eligible incumbents and the competitive process to fill vacancies on City boards, commissions, and committees.

ANALYSIS:

Trustee Brenda Jo Robyn was appointed to the Library Board of Trustees on August 15, 2017, and reappointed August 18, 2020. At the Regular Meeting of March 2, 2021, the City Council approved extending the terms of all board, commission, and committee members by one (1) year due to the COVID-19 pandemic. Trustee Robyn’s term was set to expire on August 31, 2023 but was extended to August 31, 2024. Trustee Robyn resigned from the Library Board of Trustees effective December 31, 2023.

The following individuals have submitted applications for the City Council’s consideration (listed alphabetically by last name):
• Kathleen Mathis
• Dan’l Steward
• Laura Wilkinson Sinton
FISCAL IMPACT:

None.

ALTERNATIVE:

The City Council could decline to make the appointment and direct the City Clerk to advertise for additional applicants.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not Applicable.

PUBLIC NOTICE:

The notice of vacancy was published in the Coronado Eagle & Journal. Notices were posted at City Hall, Coronado Community Center, Coronado Public Library, John D. Spreckels Center, on the City’s website, and in the City Manager’s Update.
