CITY COUNCIL STAFF REPORT
February 20, 2024 {{section.number}}{{item.number}}
ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, AUTHORIZING THE RECEIPT AND APPROPRIATION OF FISCAL YEAR 2022

HOMELAND SECURITY GRANT-URBAN AREA SECURITY INITIATIVE FUNDS IN THE AMOUNT OF $17,500”
RECOMMENDATION:

Adopt “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of Fiscal Year 2022 Homeland Security Grant-Urban Area Security Initiative Funds in the Amount of $17,500”
BACKGROUND:

In previous years, the State of California has received grant funding through the U.S. Department of Homeland Security Urban Area Security Initiative (UASI) Grant. Subsequently, the State allocates a portion of this funding to each operational area. Local law enforcement and fire agencies have the opportunity to submit applications for these funds through the City of San Diego Office of Emergency Services.

Historically, the Coronado Fire Department has employed UASI funding to address overtime and tuition fees associated with specific training courses.

ANALYSIS:

The Fiscal Year 2022 UASI grant will be utilized for overtime, tuition, travel, hotel, and per diem expenses, facilitating the attendance of the department's internal fire instructors at the 2024 Fresno Training Officers Symposium. This allocation will empower the staff to provide impactful and engaging training sessions for the department's firefighters. Additionally, it will allow them to enhance their expertise and skills by staying abreast of the latest methods and best practices within the field of firefighting, ultimately contributing to the continuous improvement of the fire department training program.

FISCAL IMPACT:

The City of San Diego has been allocated Fiscal Year 2022 State Homeland Security Grant–UASI funds. The City of Coronado’s allotment of these grant funds is $17,500. These funds will cover the cost of training for fire personnel. The expenditure and reimbursement revenue will be recorded in the City’s Federal Grant Fund 240 and is subject to Federal single audit reporting requirements. These funds must be spent by December 15, 2024.

ALTERNATIVE:

The City Council may choose to not accept the grant funds.
