PROGRAM

Councilmember Tanaka asked how the eucalyptus trees that were planted approximately five to ten years ago were doing. Mr. Valdivia replied that most of the trees were doing well, and that two trees would need to be replaced.
Council discussion ensued regarding proactively trimming the trees situated near power lines so that the San Diego Gas and Electric Company (SDG&E) would not overly prune the trees, the City structurally pruning the trees after they are topped by SDG&E, concerns brought to the SDG&E attention and the receptiveness to possibly changing this procedure with input. Further discussion ensued regarding palm weevil prevention measures.
Councilmember Downey asked if the City was proactively planting trees before trees that were not thriving died, or if the City replaced trees after the tree had died. Mr. Valdivia stated that the City proactively removes the trees before they die.
March 5, 2024 Regular Meeting Minutes Page 7 of 9
Councilmember Duncan asked how many of recommended trees for removal to the Street Tree Committee (STC) are agreed upon by the Street Tree Committee. Mr. Valdivia clarified that the staff provides a health evaluation of trees to the Street Tree Committee and typically receives their support for the recommendations.
Councilmember Tanaka noted that residents typically install artificial turf to reduce their water consumption and asked if the City was amenable to artificial turf being installed in the parkways so long as irrigation to the area was not turned off. Mr. Valdivia overviewed the process when a resident applies for an encroachment permit, that usually involves a arborist.
Councilmember Downey asked about the staff that works on the urban forest to recognize them by name. Mr. Valdivia replied that Martin Morales is the certified arborist on staff, Dino Camberos is the Parks Lead Supervisor, and that he himself is the Parks, Beach, and Urban Forestry Supervisor.
Councilmember Duncan asked about the timeline for replacement of previously removed trees and the tree count in Spreckels Park. Mr. Valdivia replied that most trees are replaced in a timely manner but the process can be delayed at times due to lack of or slower communication with staff and noted that two large trees still need to go in Spreckels Park, but four large trees have been installed. Further Mr. Valdivia noted 10- 12 spots that he would like for future plantings and that he is working with the Coronado Flower Show to ensure that it would not impact the footprint.
Councilmember Tanaka if the City does not plant a tree if it was not connected to irrigation. Mr. Valdivia responded in the affirmative.
Councilmember Downey asked if the City has looked at other parks besides Spreckels Park for more trees. Mr. Valdivia responded in the affirmative and noted that Matheson Park has recently had more trees planted that do not impact activities that occur in the park.
Carolyn Rogerson provided comments regarding the purpose of the Street Tree Commission, citing frequent cancellations and lack of video of commission meetings.
Councilmember Donovan commented that the City provides free trees for both parkways and private property. Mr. Valdivia commented that the program is run by the Community Development Department and the Arbor Day Foundation has donated 250 trees for this planting on private properties.
Councilmember Tanaka asked that the public comment received be reviewed by the Street Tree Committee.
A motion to receive the report of the City of Urban Forestry program and to direct the Street Tree Committee to review the public comment submitted by Ray Richardson was made and withdrawn by Councilmember Tanaka.
Council discussion ensued regarding the communication received by Ray Richardson, March 5, 2024 Regular Meeting Minutes Page 8 of 9
bringing the item to the Street Tree Committee for their input.
A motion to receive the report of the City of Urban Forestry program and to direct the Street Tree Committee to review the public comment submitted by Ray Richardson was made by Councilmember Tanaka and seconded by Mayor Bailey.
Councilmember Duncan commented his preference that the staff should review the public comment and incorporate the Street Tree Committee if they see fit. Mr. Valdivia commented that it would be feasible to replace the tree mentioned in the public comment and that the Street Tree Committee has previously voted in favor of replacing palm trees with shade trees.
Councilmember Tanaka asked if it would be possible to save the palm tree and replant the tree elsewhere. Mr. Valdivia noted that the tree may not survive replanting and that the irrigation at the current location would need to be altered for a new planting.
Councilmember Tanaka amended his motion to receive the report of the City of Urban Forestry program and to direct staff to review the public comment submitted by Ray Richardson and involve the Street Tree Committee as needed. Mayor Bailey affirmed his second on the amendment.
Councilmember Donovan commented that he believed the scope of the Street Tree Committee included all City trees, not just trees in the parkway. Mr. Valdivia noted that most comments that come to the Street Tree Committee are regarding trees in the parkway but that this request was the first for replacement of a tree in a park.

Mayor Bailey
