RESOLUTION NO. 2024-14
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CORONADO, CALIFORNIA, TERMINATING THE LOCAL
EMERGENCY DUE TO THE STORMS OF JANUARY 22, 2024
WHEREAS, on the morning of January 22, 2024, a rainstorm of extreme, unusual and unpredicted severity struck the City of Coronado and the San Diego region, dropping over four inches of rain in a 3-hour period; and
WHEREAS, the extreme volume of rain choked the City’s storm drain systems, inundated the City’s wastewater systems and flooded pump stations, impairing the normal operation of essential City infrastructure and significantly damaging residences, businesses and facilities; and
WHEREAS, on January 22, 2024 the City Manager declared a State of Local Emergency due to the storms, citing conditions of extreme peril and risk to persons and property; and WHEREAS, on January 29, 2024, the City Council ratified and continued the State of Local Emergency with the adoption of Resolution 2024-07; and
WHEREAS, the State of Emergency allowed the City of Coronado to immediately access emergency and mutual aid resources to respond to ongoing dangerous conditions, and also to access State and Federal financial resources to aid in the recovery, as enabled by emergency proclamations issued by the Governor of California and the President of the United States declaring in the days following the storms; and
WHEREAS, nearly two months later, the City of Coronado is still recovering and restoring damage from the storms but the conditions of extreme peril and risk to people and property have abated and continuation of a local emergency is no longer warranted; and WHEREAS, Government Code Section 8630(d) requires proclaiming the termination of the local emergency at the earliest possible date that conditions warrant; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Coronado as follows:
1. That the above recitations are true.
2. That Resolution No. 2024-07 is hereby rescinded and terminated.
3. That the local emergency shall be deemed terminated and no longer in existence.
