11/16/23 SANDAG Meeting Minutes
On Sept 5, 2023 Hagemann and Somers on behalf of the City’s Mobility Commission requested council’s help in getting accurate counts of users on Bayshore Bikeway. They also asked the council members for a list of the lease holders for the Bikeway as records are not readable and unclear.
Following the meeting councilman Donovan directed Hagemann to SANDAG with the understanding that SANDAG oversees changes to the path. Councilman Duncan informed Hagemann and Sommers that there was a subcommittee within SANDAG that at one time was called Bayshore Bikeway working group. Duncan advised that Somers and Hagemann attempt to connect with that group to verify which entities have jurisdiction over the bikeway.
On Nov 16, 2023 Hagemann and Somers met with Josh Clark SANDAG Senior Active Planner and his manager Chris Kluth.
The following is a brief summary of the meeting:
Josh is the contact for SANDAG’s Bayshore Bikeway plans. He said that SANDAG completed their involvement with the Coronado section of the Bayshore Bikeway in 2013. He and Chris pointed out that all portions of SANDAG’s 2010 first bike plan were completed except the plan to make a bike path along the golf course (San Luis Rey Ave to Fifth Ave). Chris said that section was not completed because the City of Coronado opted not to extend the bike path in that area. Hagemann asked if that might still be an option in 2023. Both Chris and Josh said that Coronado’s projects have been completed and that SANDAG has no new plans for Coronado’s section of the bike path.
Hagemann outlined sections of the Bikeway that warrant improvement and consider unsafe by some users. Josh agreed that the path needed improvement in areas described. When asked if SANDAG needed to be involved in any improvements made to Coronado’s section of the Bikeway, Chris and Josh said no. When asked if SANDAG might help financially with improvements, the answer was also no.
Josh explained that the previous SANDAG Bayshore Bikeway Working group is now the SANDAG Mobility Working Group. He suggested we present our plans for change to SANDAG’s Mobility Commission. He said that the Resilient IB Project team chose to present to this group for their bikeway project and received additional guidance and support. Josh added that the Resilient IB Project team might be a good resource for us because they identified the lease holders for their section of the path during the grant writing phase for their project.
Hagemann and Somers asked for suggestions on how to get help to improve the path. Josh suggested we work with IB and Barrio Logan bikeway groups. He also said that SDSU owns a counter that resides on the path in Coronado. He recommended that we encourage the city of Coronado to adopt this counter so that data collection can continue. He directed Hagemann and Somers to the web maps that showcase this data. Josh also suggested we tap into the ATRC Automated Counter Loan Program in order to get current equipment to count users of all types. He said there are also venders that provide this service at relatively low costs.
Chris suggested the mobility commission talk to city staff about funding improvements through the Regional Transportation Improvement money (R.T.I.P.) He also said we might look into Trans Net funding for local streets and roads to improve the bikeway.
Both Josh and Chris said that looking into the grants involving sea side communities is a good idea.
They also said that SANDAG provides some grants but said it is unlikely Coronado will qualify because our section of the bikeway has been completed.
