We appreciated City Manager Friend’s presentation in December 2023 on the status of relinquishment and how the progression of AB 1500, SB 479 and SB 512( 2021) have governed our status. -see attached City of Coronado SR 75 & 282 Relinquishment Bills ComparisonCaptain Kulling was a valued member of our commission for most of the year. He provided important updates and reports on mobility related incidents, answered questions, and gave us guidance on municipal codes and laws that impacted our decision making. It was also helpful that he was well informed on community “hot topics” and came prepared to talk with us about them. -see attached Capt. Kulling Mobility Commission PresentationWe were also very thankful for Assistant Director of Engineering Newton’s regular reports on the operational issues with traffic signals on the SR75 and the consequential traffic congestion.
He kept us updated on the repairs of the timers, part arrivals, and completion progress.
Item 9a.
We had a successful Ride the Lights event this year. Sponsored by the Rotary Club and the Optimists. CPD created an new route this year and it proved to be easier to navigate. We were very thankful for the support of our Police Department and our staff liaison for this event, Kelly Maples. Our commission participated in the city Bike to Work Day by manning a stop by City Hall.
Our Commission influenced decisions in recommending that the Circuit Electric Vehicle Pilot include the Cays. We also helped the city determine which type of bike parking structure is used the most in the city. The Commission reviewed the plans for the Cays Park and hope to be able to meet with the designer when plans are solidified.
At it’s meeting on December 14, 2023, the Mobility Commission voted 4-1 to ask the City Council to agendize and approve the implementation of a reduced fare voucher system for Coronado workers and residents to use on the Coronado Ferry.” This would be in addition to the weekday morning Commuter Ferry, and valid at any time. The Commission feels that the benefits inherent in maintaining, and hopefully increasing the use of the ferry, far outweigh the financial expense.
Our Chair and Vice Chair met with City Manager Friend in August 2023, to brainstorm ways the Mobility Commission could streamline information directly to you on issues that might require timely decisions or actions. We were pleased when she informed us that our commission and other city commissions and committees could report directly to you during the “Commission and Committee Report” time period of your council meetings. It was very validating to bring issues that we have been working on in our meetings directly to you. Our Commission was and continues to be very thankful for City Manager Friend’s willingness to work with us and her responsiveness in coming up with solutions that save us all time, energy.
Our working groups were very active in 2023.
The E-Bike Working Group wrapped up after giving their data and presentations to the city’s EBike working group. Please let us know if you would like any additional work in this area with the advent of the Port’s new prohibitions on E-Bikes.
Our Bicycle Parking Working Group came to a close after a final ride through the village and making the attached Bicycle Parking Recommendations for 2024. This group has begun new work on shuttle recommendations.
When the Bayshore Bikeway Working Group presented to you on September 25, 2023 requesting that you assist us in identifying the lease holders of the Bikeway so we could request permission to make recommendations for improvements, two of you suggested we meet with SANDAG representatives to get more information and possible support to fix the bikeway. Our Chair and Vice Chair met (virtually) with SANDAG’s Senior Active Planner and his Supervisor. We received some valuable information. -see attached SANDAG meeting minutesHaving worked on the Bikeway improvement recommendations since May 2022, this subgroup prepared their final recommendations for you to discuss. -see attached summary 2024 Bayshore Bikeway RecommendationsItem 9a.
Our Traffic Calming Working Group was extremely busy last year. This sub group met many times and it’s members also met with city staff and Councilman Donavan on the Traffic Calming Master Plan Group. They collected a great deal of detailed data and presented that to our commission and the Traffic Calming Master Plan Group multiple times. The Mobility Commission Traffic Calming Working Group consolidated all of their efforts into the attached single page January 2024 Traffic Calming Plan and Areas of Interest Map.
Our 2024 Goals:
*AB 413/Daylighting (article attached)
*Brown Act training
