AUTHORIZATION TO TRANSMIT THE 2023 ANNUAL HOUSING ELEMENT PROGRESS
REPORT TO THE STATE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT RECOMMENDATION:
Authorize transmission of the 2023 Annual Housing Progress Report to the State Office of Housing and Community Development (HCD).
BACKGROUND:
Government Code Section 65400 requires each California city and county to prepare an annual report on the status and progress in implementing a jurisdiction’s Housing Element of the General Plan using forms and definitions adopted by HCD. The annual report, commonly referred to as the Annual Housing Element Progress Report, is due April 1 of every year for the preceding calendar year. These forms include information on all permits at various stages in the process.
ANALYSIS:
State law (Gov. Code 65400) requires the Annual Housing Element Progress Report to be considered at a public meeting before the legislative body to allow for members of the public to provide oral testimony and written comments on the City’s report to be filed with HCD. The purpose of this meeting is to satisfy the legislative requirements.
Coronado’s Annual Housing Element Progress Report identifies the number of permits applied for, issued and finaled by affordability and its relationship toward meeting the City’s Regional Housing Needs Allocation numbers as assigned by SANDAG. The Report also identifies the City’s progress toward meeting its Housing Implementation program and goals identified in the City’s currently adopted Housing Element.
The report shows 38 residential units were developed during this reporting period; however, none of the units were considered affordable and their creation remains a goal. The report also demonstrates the City has made progress on some of the City’s housing program goals. Note that the Implementation Programs included in this report are from the City’s adopted Housing Element that has not been certified by HCD. A substantially revised Housing Element will be presented to the City Council this spring with different implementation programs than what are shown in the report.
The 2023 Housing Element Progress Report is required to be submitted to the Office of HCD by April 1, 2024.
FISCAL IMPACT:
There are no fiscal impacts.
ALTERNATIVE:
Authorizing the transmittal of the annual housing progress report is a ministerial action that involves the exercise of little to no discretion on the part of the City Council. California law identifies what data and in what manner the information shall be reported to the State.
CALIFORNIA ENVIRONMENTAL QUALITY ACT:
This action is not a project subject to CEQA pursuant to State CEQA Guidelines Section 15378(b)(5) as it is an organizational or administrative activity of government that will not result in a direct or indirect physical change in the environment.
PUBLIC NOTICE:
No notice required.
