TASK ORDER: 24-CD-PDC-0909-A
SCOPE OF WORK
Contract No. 21-PS-CD-02
Scope of Work
I. ENVIRONMENTAL IMPACT REPORT (EIR)
CONSULTANT will prepare the following scope items consistent with City guidelines.
1. Project Management / Administration:
CONSULTANT will attend meetings with City staff and provide project updates on a monthly basis, for up to ten (10) months. This task includes up to 30 hours of coordination and meeting time between the CONSULTANT and the City, as needed. CONSULTANT will maintain close communication with City staff throughout the process to verify project scope and approach. CONSULTANT will maintain communication via e-mail, phone calls, and virtual or in- person meetings as needed.
TIME-AND-MATERIALS $7,315
2. Project Description:
CONSULTANT will coordinate with City staff to develop a project description for the draft focused EIR which would include details of proposed amendments to the Coronado Municipal Code as it relates to implementation of the Historic Preservation Program. Changes to the Historic Preservation Program Guidebook may also be required.
TIME-AND-MATERIALS $4,170
3. Notice of Preparation, Initial Study, and Scoping Meeting:
CONSULTANT will prepare a Notice of Preparation (NOP) which will be accompanied by a detailed Initial Study checklist. The NOP will include a detailed project description and will disclose the potential impacts of the project.
The NOP will be accompanied by an Initial Study checklist that will address all appropriate issues with a finding of less than significant in order to focus on the scope of the EIR. The Initial Study is anticipated to identify potentially significant impacts related to land use and historic resources, requiring preparation of an EIR.
As part of the NOP process, CONSULTANT will coordinate with the City to identify an appropriate time and location for an EIR scoping meeting, either in person or virtually as determined by the City. CONSULTANT will facilitate a presentation for the scoping meeting and will lead the meeting. It is anticipated 3 that City staff will be available to support public inquiries and if the meeting is to be held in person, the City can provide accommodation for the meeting.
CONSULTANT will collect public comments at the scoping meeting and compile all comments (written and oral) for inclusion as an appendix to the EIR, along with the NOP and Initial Study. CONSULTANT will complete all required posting and filings with the County Clerk. CONSULTANT will need to coordinate with City staff to obtain authorization to submit electronic documents to the State Clearinghouse on behalf of the City.
TIME-AND-MATERIALS $19,598
4. Draft EIR:
CONSULTANT will prepare a draft focused EIR addressing the potential impacts associated with the proposed project. The scope of the EIR is assumed to include all required sections of an EIR in addition to detailed analysis for the issues of land use and historic resources.
Removal of the requirement to evaluate Tier 3 properties under the City’s Historic Preservation Program, may result in a significant impact due to the fact that the historic analysis completed by Dudek evaluated architecture only and did not evaluate people, places or events. CEQA requires consideration of the people, places, and events associated with potentially historic properties, in addition to architecture. Therefore, the proposed EIR would need to evaluate the loss of historic resources potential, likely a significant impact with overrides.
The EIR will include a qualitative analysis of the proposed changes to the Historic Preservation Program, potential future dismissal of Tier 3 properties from historic evaluation, and other changes to be defined. The EIR will include a detailed analysis of land use consistency particularly as it relates to historic resources.
The EIR will assess the probable direct and cumulative impacts of the proposed project. Impacts will be determined considering the existing conditions and the potential for physical changes caused by implementation of the project in relationship to the thresholds of significance. The EIR will include a discussion of all issues required by the latest CEQA Guidelines. Each issue will be addressed in terms of existing conditions, thresholds of significance, impacts, level of significance prior to mitigation, mitigation, and level of significance after mitigation. The Draft EIR will include a reasonable range of alternatives. It is anticipated that up to three alternatives would be sufficient for this EIR, including the No Project Alternative.
CONSULTANT recommends requesting a No Effect Determination from the California Department of Fish and Wildlife (CDFW) to request an exemption from the Fish and Wildlife fee that is normally collected upon filing a Notice of Determination. Due to the project not resulting in any effect to fish and wildlife resources, CONSULTANT will prepare the request on the required CDFW form and submit to CDFW on behalf of the City, concurrent with public review. 4 TIME-AND-MATERIALS $43,783
5. EIR Revisions and Document Distribution for Public Review:
Based on comments received from the City, CONSULTANT will prepare up to two sets of revisions to the Screencheck Draft EIR prior to public review. The third submittal would be the public review Draft EIR for submittal to the State Clearinghouse and would incorporate final minor edits as needed but would not require the effort of a full screencheck revision.
All print copy administrative drafts shall be two-sided, black ink, on white or light recycled stock paper, except graphics that will be printed in color.
CONSULTANT will provide electronic versions of draft documents for review and comment to expedite and facilitate review by multiple staff members.
CONSULTANT will provide printed and electronic copies and complete all EIR distribution and State Clearinghouse distribution requirements. The scope of work assumes the City would complete all necessary distribution to internal and external stakeholders, while CONSULTANT would address required filing of notices with the County Clerk and State Clearinghouse.
TIME-AND-MATERIALS $18,583
6. Responses to Comments and Final EIR:
CONSULTANT will review all public comments submitted and will prepare draft responses for up to 50 unique comments on the content and adequacy of the public review Draft Focused EIR. All comments will be bracketed and lettered with corresponding responses provided. Responses to comments unrelated to the adequacy of the EIR would be limited to a standard response. CONSULTANT will also prepare the Final EIR, incorporating any revisions necessary into the final draft.
CONSULTANT will provide revisions to the responses and Final EIR based on one (1) round of City review. EIR revisions will be incorporated into the EIR as needed and a Final EIR will be prepared. CONSULTANT will prepare Final EIR copies for the City, as needed.
TIME-AND-MATERIALS $15,356
7. Expenses:
This item is to include expenses such as copies, and County Clerk filing fees for the preparation of the EIR.
TIME-AND-MATERIALS $2,200
