AUTHORIZE THE CITY MANAGER TO EXECUTE A TASK ORDER IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, NOT TO EXCEED $122,105.50, WITH PROJECT DESIGN

CONSULTANTS (PDC) FOR AN ENVIRONMENTAL IMPACT REPORT (EIR) IN

ASSOCIATION WTH THE CORONADO CONTEXT STATEMENT AND CITYWIDE SURVEY

PROJECT AND DIRECT THE NECESSARY APPROPRIATION OF FUNDS RECOMMENDATION:

Authorize the City Manager to execute a Task Order in a form acceptable to the City Attorney, not to exceed $122,205.50, with Project Design Consultants (PDC) for an Environmental Impact Report (EIR) in association with the Coronado Context Statement and Citywide Survey project and direct the necessary appropriation of funds.

BACKGROUND:

On July 21, 2020, the City Council authorized the City Manager to execute a Professional Services Agreement with Project Design Consultants (PDC). The Community Development Department issues occasional specific task orders to PDC for environmental review and urban planning services related to capital projects and planning projects. Task orders that exceed the City Manager’s purchasing authority of $100,000 require City Council review and approval.

ANALYSIS:

At the meeting on November 21, 2024, the City Council accepted the Draft Coronado Context Statement and Citywide Survey document and directed staff to move forward with required environmental review associated with adoption of the document and related Historic Preservation Program changes. The Citywide Survey includes evaluation of properties and categorization into tiers of potential significance under City of Coronado Criterion C, related to architectural significance. City Council has directed staff to proceed with the Citywide Survey adoption process, with direction that properties in Tiers 1 and 2 would continue to require a Determination of Historic Significance Review in association with a project that includes demolition or removal of original features visible from the street right of way, and that properties in Tier 3 would be excluded from the required review. As such, environmental review is required in order to assess the potential loss of historic resources associated with exclusion of Tier 3 properties from required historic review in advance of a project.

Staff is requesting City Council authorize the City Manager to execute a Task Order in an amount not to exceed $122,105.50 for preparation and processing of a focused Environmental Impact Report in order to assess environmental impact in association with adoption of the Draft Coronado Context and Citywide Survey. PDC has provided a cost of $111,005 for the focused Environmental Impact Report, and staff is requesting that City Council approve a 10% contingency to cover any unanticipated costs associated with the preparation and processing of the EIR.

PDC contracts with subconsultants for various Task Orders and has identified that RECON Environmental Inc. as the subconsultant for the preparation of the EIR. Detailed descriptions of the task order scope of work components are included in the attached Task Order, and costs for each component of the scope of work are provided below:

FISCAL IMPACT:

This expenditure is not programmed into the City’s adopted FY 2023-24 budget. However, based on the schedule provided by PDC, there is no anticipated impact to the current FY 2023-24 budget. The City Council is asked to direct the necessary appropriation of funds from the General Fund to be programmed into the FY 2024-25 budget.
