WHEREAS, on April 9, 2024, the City of Coronado City Council held a duly noticed public hearing regarding the Housing Element Update, including Sections 1 through 6, Section 7 except for Opportunity Sites 1 through 7, Section 8 except for Program H-1.F., and all appendices, amendments to the General Plan Land Use Element, and the Environmental Assessment on the Housing Element Update, and to adopt an ordinance for the associated Municipal Code and Local Coastal Program amendments which took into consideration the following:

3. Based on substantial evidence in the record, including continuously rising land values and market-demand, aging structures/underutilized properties as shown with improvement to land value ratios of 0.00, property owner Attachment 1a.
interest, local developer support of proposed opportunity sites they felt had substantial redevelopment potential, and opportunities presented with relaxed development standards including increased height reduced parking standards, including the introduction of allowing residential uses on Opportunity Sites 8 and 9, the existing uses on the non-vacant sites identified in the site inventory to accommodate the RHNA are likely to be discontinued during the planning period and therefore do not constitute an impediment to planned residential development on the site during the planning period.

4. As required by Government Code Section 65585(e), the City Council has considered the findings made by the Department of Housing and Community Development included in the Department’s letter to the City dated March 5, 2024, consistent with Government Code Section 65585(f), incorporated herein, the City Council has amended the Housing Element in response to the findings of the Department to substantially comply with the requirements of State Housing Element Law as interpreted by HCD as shown in Attachment 11 to the April 9, 2024 City Council staff report.

WHEREAS, on December 15, 2023, the City received a letter from HCD providing its findings regarding the draft Housing Element; and WHEREAS, on January 2, 2024, the City published a revised draft Housing Element responding to HCD’s findings and requested public comment on the draft, and on January 12, 2024 a revised draft Housing Element was published addressing public comments received; and

WHEREAS, on April 9, 2024, the City of Coronado City Council held a duly noticed public hearing regarding the Housing Element Update, including policies and programs related to Opportunity Sites 3 and 4 and associated amendments to the General Plan Land Use Element, and the Environmental Assessment on the Housing Element Update, and to adopt an ordinance for the associated Municipal Code and Local Coastal Program amendments which took into consideration the following:

2. The adoption of the proposed General Plan Amendments, consisting of including Opportunity Sites 3 and 4 in the Housing Element Update and adopting associated plans and programs necessary to make Opportunity Sites 3 and 4 available to accommodate a portion of the City’s RHNA will not create any internal inconsistencies and would be in compliance with Government Code Section 65300.5. Further these amendments would be made as a part of the first General Plan Amendments processed for the Coronado General Plan in 2024 and do not exceed the annual limit on amendments specified under Government Code Section 65358(b).

Additionally, adoption of the proposed General Plan Amendments are in the public interest as the State suffers from a severe housing shortage and Opportunity Sites 3 and 4 accommodates a portion of the 1,271 units identified in the Housing Element to meet the City’s RHNA obligations.

3. Based on substantial evidence in the record, including continuously rising land values and market-demand, aging structures/underutilized properties as shown with low improvement to land value ratios of 0.47 for each Attachment 1e.

BE IT FURTHER RESOLVED that the City Council of the City of Coronado take the following actions:

1. Include Opportunity Sites 3 and 4 in the 2021-2029 Coronado Housing Element and adopt the associated programs and policies necessary to accommodate a portion of the City’s RHNA on Opportunity Sites 3 and 4.
