CURB MARKING UPDATE AND ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF CORONADO, CALIFORNIA, TO INSTALL A RED NO PARKING CURB ZONE AT 960 A AVENUE, 1051 ADELLA AVE, 1425/1435 FIRST STREET, SIXTH STREET AND E AVENUE, SIXTH STREET AND F AVENUE, AND 1541 YNEZ PLACE” RECOMMENDATION:
Receive annual curb marking update and adopt “A Resolution of the City Council of the City of Coronado, California to install a red no parking curb zone at 960 A Avenue, 1051 Adella Avenue, 1425/1435 First Street, Sixth Street & E Avenue, Sixth Street and F Avenue, and 1541 Ynez Place.”
BACKGROUND:
Coronado Municipal Code Title 56, Traffic Code (Section 56.10.020) states the following:
“The City Engineer shall have the authority and duty to place and maintain or cause to be placed and maintained official traffic control devices when required to make effective the provisions of this title. Such traffic control devices shall conform to the uniform standards and specifications of the Vehicle Code.”
Historically, with respect to colored curb marking zones, this authority has only been utilized for minor curb marking zone modifications that seemingly have little impact on the community. When utilized, curb zone marking modifications are logged by the Public Services and Engineering Department and ultimately reported (ideally on an annual basis) to the City Council to memorialize the changes via City Council Resolution.
This report addresses curb marking zone changes made under the City Engineer’s authority during calendar year 2023.
ANALYSIS:
The following provides a summary of curb marking zone modifications implemented under the City Engineer’s authority in 2023, and an explanation of why each modification was made:
960 A Avenue
In 2023, the resident at the subject location requested to the installation of red curb zones on either side of their driveway to help prevent cars parking on the street from inadvertently blocking access to their driveway.
The request was implemented under the City Engineer’s authority in accordance with past practice via three-foot-long red curb zones adjacent to the driveway. It is recommended the City Council memorialize the change by Resolution describing the installation of the three (3) foot red curb zones at this location. See Attachment 2 for a location map of the curb marking changes. 1051 Adella Avenue
In 2023, the resident at the subject location requested curb painting of a newly installed fire hydrant adjacent to alley near the intersection of Ynez Place and Adella Avenue. Fifteen feet (15) of red curb was added in front of newly installed fire hydrant.
The request was implemented under the City Engineer’s authority. It is recommended the City Council memorialize the change by Resolution describing the installation of a fifteen-foot red curb zone at this location. See Attachment 2 for a location map of the curb marking changes. 1425/1435 First Street
In 2023, an HOA representative for the subject properties requested to have four (4) feet of curb installed on either side of the driveway.
The request was implemented under the City Engineer’s authority. It is recommended the City Council memorialize the change by Resolution describing the installation of four (4) feet red curb zone at this location. See Attachment 2 for a location map of the curb marking changes.
Sixth Street & E Avenue; Sixth Street & F Avenue
In 2023, a request was received from school crossing guards to install fifty (50) feet of red curb markings at the T-intersections adjacent to school crosswalks along Sixth Street at E Avenue and F Avenue. The red curbs were requested to help prevent parking within the t-intersection in a manner that obstructs crosswalk visibility.
The request was implemented under the City Engineer’s authority. It is recommended the City Council memorialize the change by Resolution describing the installation of fifty (50) feet of red curb zones at each of these intersections. See Attachment 2 for a location map of the curb marking changes.
1541 Ynez Place
In 2023, a resident of the area believed red curb at the subject location was extended without City authorization and requested the City evaluate the need. City staff evaluated the red curb markings both in the field as well as through historic images of the area available on Google Maps / Google Earth and compared existing conditions against City records.
Field measurements indicated the painted curb zone in question was approximately 76’ long and had been that length since approximately 2015. However, City records described the red curb zone for that area to be 65’ in length and farther west than currently located. Further review of the location identified a fire hydrant, existing utility boxes, and a pedestrian ramp, all being benefitted by the red curb zone in its current configuration.
The existing red curb zone location provides accessibility to existing above-ground utility boxes, access to a fire hydrant, and ensures the pedestrian ramp is not blocked by vehicles. As a result, the majority of the red curb zone was determined to be appropriate and should remain in place.
However, the westerly most 13‘(±) of the existing zone seemed unnecessary and was removed to restore additional space for on-street parking. It is recommended the City Council memorialize the remaining 63’ long red curb zone by Resolution in its proper location. See Attachment 2 for a location map of the curb marking changes.
FISCAL IMPACT:
The cost to install a total of two hundred (200) feet of red curb zone is approximately $1,000 and was paid from the Public Services and Engineering, Streets Division operating budget.
ALTERNATIVE:
The City Council may opt to not support any/all of the curb marking modifications implanted under the City Engineer’s authority and instead ask them to be restored to their prior condition.
CALIFORNIA ENVIRONMENTAL QUALITY ACT:
Installation, modification, or removal of relatively small amounts of red, blue, white, yellow, and green curb zones is categorically exempt pursuant to Article 19, Section 15301 – Existing Facilities – Operation and minor alterations of public facilities involving negligible or no expansion of use.
