John Kim, Director of Administrative Services, presented the staff report on the Multi-Year General Fund Financial Forecast utilizing a PowerPoint.
Councilmember Downey asked where the storm drain enterprise funds were transferred to. Mr. Kim replied that the transfers were from the general fund into the enterprise fund.
Councilmember Downey asked why the City would be subsidizing the fund less over the coming years. Mr. Kim noted that the City is partaking in a rate study that may impact the funding needs of the enterprise fund.
Councilmember Donovan noted that the sewage and golf enterprise funds are selfsustaining and that the goal for the storm water fund would also be self-sustainability.
Councilmember Tanaka asked what the minimum reserve percentage represents. Mr.
Kim stated that it represents six months of the operating budget.
Discussion ensued regarding the positive status of the reserve, the City’s long-term financial planning, the funds provided by the Coronado Development Agency, and the public facility redevelopment fund.
Tony Winney, Assistant City Manager, presented the staff report on Long-Term Capital Project Planning utilizing a PowerPoint.
Councilmember Downey asked if funds from the Coronado Development Agency could be used to renovate the fire stations and the proposed timings on the renovations overlapping. City Manager Friend stated that the timelines are placeholders, and that Council would be asked to sequence the project priority list.
Discussed ensued between Councilmember Duncan and staff regarding plans for renovating the police department. It was noted that while renovations had been considered, they are not currently on the project priority list. The City has set aside longterm maintenance funds for the police department, and there is consideration of adding solar panels to new roofs on City buildings.
Discussion ensued regarding the need for concrete deadlines and expiration dates for City projects, particularly fire stations, noted a more stringent approach preference, especially as staff gather more data, the need for careful allocation of redevelopment money and other funds to avoid losing these resources was emphasized. Further discussion continued regarding the idea of aligning the Cays Park Master Plan with fire station developments to ensure efficient use of resources, the importance of completing delayed projects such as downtown beautification and the Winn Room renovation and avoiding further delays and cost increases. The discussion also covered various projects, including golf course irrigation replacement, the animal care facility, and the gateway improvement project, each with its own urgency and significance based on potential cost savings and current progress.
Council provided direction for staff to prepare options and potential timelines for the fire DocuSign Envelope ID: 904196D4-5468-4D4A-BB83-7C6999AE234C May 7, 2024 Regular Meeting Minutes Page 8 of 9
station projects by May 21, considering ongoing and future projects like the Cays Park Master Plan, to treat all listed projects as important, with a readiness to prioritize them based on progress, potential cost savings, and strategic importance. Council further asked for staff to provide estimates on proposed phasing, as much information as possible for projects, particularly the fire stations and other priority projects, to ensure effective and well-informed discussion in upcoming meetings, to continue this discussion, focusing on the prioritization and detailed planning of projects, at the upcoming budget meeting on May 21, and supported contributing $10 million to the Facilities Replacement Fund.
Mayor Pro Tem Tanaka called for a recess at 6:20 p.m. Council reconvened at 6:27 p.m. 10c. COUNCIL SUBCOMMITTEE ON CROSS BORDER WATER QUALITY
QUARTERLY UPDATE
Tony Winney, Assistant City Manager, presented the staff report utilizing a PowerPoint.
Councilmember Duncan commented on recent developments in cross-border sewage management, noting the involvement of top officials from both the U.S. and Mexico, including the U.S. Ambassador to Mexico and the Baja California governor to ensure accountability for the operations of sewage plants; the repair progress at the San Antonio de Los Buenos plant in Mexico; the completion of a pipeline transferring Tijuana's sewage that the design-build contract for the International Boundary and Water Commission (IBWC) expansion and repair is expected to be awarded soon. Additionally, Councilmember Duncan referred to a bipartisan letter, initiated by Congressman Scott Peters, which calls for funding in 2025.
Councilmember Donovan asked Councilmember Duncan the amount of funding needed to get the project to the $1 billion threshold, estimated to be $400 to $600 million based on varying assessments from different agencies and groups: the EPA initially estimated the project at around $800 million, the IBWC used a $600 million figure for strategic funding purposes, and Imperial Beach's studies suggest a need for $1.2 billion.
Discussion further continued noting that the funding would primarily be used for the U.S. side of the project, with a goal to increase sewage treatment from 80% to 90% of the flows, acknowledging that complete treatment isn't possible due to heavy rain flows affecting capacity.
Councilmember Duncan suggested the Council adopt a resolution on the Tijuana sewage issue which would eliminate the frequent updates required by an official emergency declaration, for the proposed resolution to include the Council's view and Coronado's detailed actions, with annual review instead of every 60 days to lessen the staff's burden.
Councilmember Duncan further noted that while other local governments have formal declarations, Coronado's proactive efforts haven't been formally recognized and DocuSign Envelope ID: 904196D4-5468-4D4A-BB83-7C6999AE234C May 7, 2024 Regular Meeting Minutes Page 9 of 9
recommended for staff to draft a resolution demonstrating Coronado's commitment to addressing the sewage crisis efficiently.
Discussion ensued regarding the City’s efforts to address the pollution issue, the increasing transparency of agencies like the IBWC providing more frequent and detailed updates to the public, and formalization of the City’s position through a resolution.
