Approve the reading by title and waive the reading in full of all Ordinances on the agenda. b.

AUTHORIZE TRANSFER OF $10,000,000 FROM THE GENERAL FUND TO THE MAJOR FACILITIES REPLACEMENT FUND Recommendation: Authorize a one-time transfer of $10,000,000 from the General Fund (100) to the Major Facilities Replacement Fund (436), and amend the Fiscal Year 2023-24 Budget with the transfer.

AUTHORIZE THE CITY MANAGER TO EXECUTE A LICENSE AGREEMENT AND A MEMORANDUM OF AGREEMENT IN A FORM ACCEPTABLE TO THE CITY ATTORNEY BETWEEN THE UNITED STATES NAVY AND THE CITY OF CORONADO FOR COMMUNITY ACCESS AND USE OF THE NAVAL AMPHIBIOUS BASE CORONADO EAST POOL Recommendation: Authorize the City Manager to execute a License Agreement and a Memorandum of Agreement in a form acceptable to the City Attorney between the United States Navy and the City of Coronado for community access and use of the Naval Amphibious Base Coronado East Pool.
