CITY COUNCIL STAFF REPORT
May 21, 2024 {{section.number}}e

AUTHORIZE THE CITY MANAGER TO EXECUTE A LICENSE AGREEMENT AND A

MEMORANDUM OF AGREEMENT IN A FORM ACCEPTABLE TO THE CITY ATTORNEY

BETWEEN THE UNITED STATES NAVY AND THE CITY OF CORONADO FOR COMMUNITY

ACCESS AND USE OF THE NAVAL AMPHIBIOUS BASE CORONADO EAST POOL RECOMMENDATION:

Authorize the City Manager to execute a License Agreement and a Memorandum of Agreement in a form acceptable to the City Attorney between the United States Navy and the City of Coronado for community access and use of the Naval Amphibious Base Coronado East Pool.

BACKGROUND:

On February 9, 2024, the City of Coronado’s Aquatics Center, which includes a competition pool and recreational pool, was closed to the public to begin a capital improvement project to improve the facility. The scope of the project includes replacement of the 18-year-old plaster, repairs to the floors and walls, replacement of the pool tile and grout, replacement of all gutter grating, repair of damaged concrete gutters, replacement of pool deck and associated drainage, additional deck drainage to reduce standing water, water proofing of gutters and surge tanks, refinishing of existing grab rails and hand rails, turf replacement, replacement of the competition pool bulkhead, and refinishing the existing recreation pool water feature. The anticipated duration of the project will take up to 6 months to complete. The community greatly values opportunities for recreational activities and programs that promote health and wellness among our residents.

On February 22, 2024, the City Manager sent a letter to United States Navy personnel, including the Commanding Officer of Naval Base Coronado, requesting access to the pool at Naval Amphibious Base Coronado to allow for community access to pool space during the duration of the capital improvement project at the City of Coronado Aquatics Center.

The Commanding Officer agreed to proceed with negotiations on a short-term license agreement and a Memorandum of Agreement with the City to allow access and use of the pool.

ANALYSIS:

The license agreement with the U.S. Navy grants the City ingress and egress and use of Naval Amphibious Base (NAB) Morale, Welfare and Recreation (MWR) pool facilities (Building 508) located next to Gate 4 to conduct aquatic operations as the City of Coronado community pool undergoes renovations. Exclusive use of the pool facilities shall be Monday through Friday 2:00 p.m. – 9:00 p.m., and weekends 8:00 a.m. – 4:00 p.m. only. The license agreement would allow the City to provide swim lessons, lifeguard training, aquatic fitness classes, and competitive swim practice sessions.

The term of the agreement is June 1, 2024, through September 30, 2024.

The City has worked collaboratively with the Coronado School District to provide lap swim opportunities at the BBMAC (Brian Bent Memorial Aquatics Complex). BBMAC is offering a special lap swim pass, and the Legacy Swim Academy offers swim lessons at the BBMAC. Lap swim opportunities are also available at Mar Vista High School through the City of Imperial Beach Parks & Recreation department.

The proposed license and memorandum of agreement would allow the City to provide an additional location to provide aquatics pool programming during summer until the City’s pool is reopened.

FISCAL IMPACT:

The Navy requires an administrative fee of $10,000 to support the efforts preparing this license agreement and appraisal which will be charged to the Aquatics Division Permits and Fees account 16051103-80290. The additional expenses needed for reimbursement for janitorial services and fair market value rent will be covered with operational cost savings in the Recreation & Golf Services account due to the closure of the Aquatics Center.

ALTERNATIVE:

The City Council could decide not to authorize the City Manager to execute the license agreement or memorandum of agreement.
