RE: Support for the City of Coronado Stormwater Mitigation Project Dear Chairman Cole, Ranking Member DeLauro, Chairman Simpson, and Ranking Member Pingree:

On behalf of the City of Coronado, I write to request your support for the City of Coronado Stormwater Mitigation Project put forward by Representative Scott Peters for FY25 Community Project Funding. The funding for this project will provide infrastructure to address stormwater at a critical junction in the City – which when complete will create a positive impact for the City of Coronado, the community, and the environment.

The City of Coronado is located just south of downtown San Diego and is surrounded by the Pacific Ocean, San Diego Bay, and Glorietta Bay. The project location area is very near the San Diego Bay and is subject to regular outfall testing in the area as it is susceptible to pollutant entry into the waterway. The City of Coronado Stormwater Mitigation Project will consist of the construction of a pump station near the First Street and A Avenue intersection and the acquisition of a Combination Sewer Truck with jetting and vacuuming functionality. Once complete, the project will prevent pollutants from entering the waterways which surround the City, protecting 12b.
water quality, and address stormwater flows to help prevent flooding in our low-lying city during rain events.

The First Street and A Avenue area, in particular, is prone to significant flooding. In addition to flooding, past rain storms in the area have caused blown transformers and power outages.

Additionally, one of the cities two Combination Sewer Trucks—essential to the daily maintenance of sewer mains and spill mitigation–has reached the end of its life cycle and needs to be replaced.

These funds will help the city achieve these important objectives and to stay in compliance with our National Pollutant Discharge Elimination System (NPDES) permit.

Once more, the City of Coronado thanks you for considering these funds for our community.

Moreover, we humbly urge you to ensure these funds are included in the final FY25 appropriations bill, and enacted into law.

Sincerely,
Richard Bailey
Mayor
