ADOPTION OF RESOLUTIONS CALLING AND GIVING NOTICE OF HOLDING A GENERAL MUNICIPAL ELECTION ON NOVEMBER 5, 2024 FOR THE ELECTION OF CERTAIN
MUNICIPAL OFFICERS, AND REQUESTING THE SAN DIEGO COUNTY BOARD OF
SUPERVISORS TO CONSOLIDATE THE CITY'S GENERAL MUNICIPAL ELECTION WITH
THE STATEWIDE GENERAL ELECTION TO BE HELD ON THE SAME DATE RECOMMENDATION:
Consider adoption of Resolution 2024-31 calling and giving notice of the holding of a General Municipal Election to be held on Tuesday, November 5, 2024, for the election of Mayor and two Members of the City Council and Resolution 2024-32 requesting the consolidation with the Statewide General Election with the County of San Diego Board of Supervisors and direct the City Clerk to file copies of the appropriate resolutions with the San Diego County Board of Supervisors and the San Diego County Registrar of Voters.
BACKGROUND:
California Election Code establishes procedures and requirements for conducting an election that is to be consolidated with that of another jurisdiction. These procedures and requirements are different from those governing an election run entirely by the city. Sections 10400 and 10403 of the Elections Code provide that the governing body of the local jurisdiction may, via resolution, call the election, name the positions to be filled, and request consolidation. The resolution requesting the consolidation shall be adopted and filed at the same time as the resolution calling for the election, but at least 88 days prior to the date of the election.
ANALYSIS:
The terms of office for the Mayor and two Members of the City Council expire in December 2024.
Under the provisions of the laws relating to general law cities in the State of California, a General Municipal Election shall be held for the election of one (1) Mayor and two (2) Members of the City Council, each a to a full four (4) year term. In order to hold the General Municipal Election and to consolidate the election with the Statewide General Election, certain actions must be taken, including City Council adoption of the attached resolutions.
FISCAL IMPACT:
The projected cost for a Mayoral election is $20,000 to $35,000, while the cost for electing two City Council members is estimated at $40,000 to $50,000. These projections are for a consolidated election with the County of San Diego, based on a total of 10,997 registered voters.
These expenses have been allocated in the Fiscal Year 2024-25 under account 100115-8340.
ALTERNATIVE:
The Council may decline to request consolidation with the County of San Diego and direct staff to conduct a separate election pursuant to provisions of the California Election Code.
CALIFORNIA ENVIRONMENTAL QUALITY ACT:
Not Applicable.
PUBLIC NOTICE:
The City’s Election Official (City Clerk) shall publish a notice of the Election for Candidates and Measures, if any, one time between July 4 and July 18, 2024. The legal notice will be published in the Coronado Eagle & Journal, posted at City Hall, and the Public Library on July 6, 2024.
