RESOLUTION ADOPTING THE ROAD MAINTENANCE AND REHABILITATION ACCOUNT LIST OF PROJECTS FOR FISCAL YEAR 2024-25 FUNDED BY SENATE BILL 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
RECOMMENDATION:

Adopt a resolution adopting the Road Maintenance and Rehabilitation Account list of projects for Fiscal Year 2024-25 funded by Senate Bill 1: The Road Repair and Accountability Act of 2017.

BACKGROUND:

Senate Bill (SB) 1: The California Road Repair and Accountability Act of 2017 was passed in April 2017 and provides local agencies with a source of funding for transportation projects. Funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB1, is primarily intended for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system. Funding is allocated monthly to cities and counties by the State Controller, overseen by the California Transportation Commission (CTC), according to specific criteria and spending requirements.

SB1 emphasizes the importance of accountability and transparency in the delivery of California’s transportation programs. Therefore, to be eligible for RMRA funding, agencies are required to annually report on projects and expenditures to the CTC. By July 1 of each year, the City of Coronado must submit a list of projects, including project descriptions and locations, proposed schedule, and the estimated useful life of the improvement, adopted by resolution at a regular public meeting.

ANALYSIS:

As part of the Fiscal Year (FY) 2024-25 Capital Improvement Program (CIP) and Budget development processes, staff identified the following project to receive RMRA funding:
• Traffic Signal and Control Device Upgrades: As-needed traffic signal and control device upgrades at various locations.

This project was presented to the City Council as part of the proposed CIP and included in the proposed FY 2024-25 budget presented to the City Council on May 21, 2024. Additionally, the previously approved Traffic Signal Systems Maintenance/Assessment projects will be relisted for FY 2024-25 funding. These projects include a condition assessment, operations observation and traffic modeling analysis of the City owned/maintained traffic signal system, and an operations observation and traffic modeling analysis of the Caltrans owned/maintained traffic signal system.

A summary of recommendations for improvements of the traffic signal hardware/software and operations is included to maximize efficiency and improve safety for roadway users.

FISCAL IMPACT:

In the attached RMRA Projected Revenues, it is expected that the City will receive $603,417 of RMRA funding in FY 2024-25.

ALTERNATIVE:

The City Council could modify the RMRA list of projects.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:
