REVIEW AND APPROVE THE RECOMMENDATIONS OF THE CULTURAL ARTS
COMMISSION TO INSTALL NEW FOURTH OF JULY BANNERS ON THE ORANGE AVENUE CORRIDOR STREET LIGHT POLES JUNE 24 THROUGH SEPTEMBER 9, 2024 RECOMMENDATION:
Approve the recommendations of the Cultural Arts Commission to install six new Fourth of July banner designs in honor of the 75th Anniversary of the Fourth of July Parade and to display the banners June 24 through September 10, 2024 on Orange Avenue from First Street to Avenida de las Arenas.
BACKGROUND:
The Orange Avenue Street Banner Program was initiated in 2016 and is funded through an annual Discover Coronado Community Enhancement Grant. Recently, Discover Coronado approved a grant for $36,000 to fund the banner program through Fiscal Year 2024-2025. Banners are displayed on the Orange Avenue corridor from First Street to Avenida de las Arenas.
The purpose of the program is to accentuate the City’s main thoroughfare, welcome citizens and visitors to Coronado’s main street, and to celebrate Coronado traditions including holidays, events, and activities. The program also adds color, excitement, and a festive look to Orange Avenue and celebrates cultural and civic events. The program is administered by the Coronado Cultural Arts Commission and the City Manager’s Office. A Banner Committee, comprised of representatives from the Cultural Arts Commission, Coronado MainStreet, and Discover Coronado review and recommend to the Cultural Arts Commission all banner designs and updates to the program. In turn, the Cultural Arts Commission presents recommendations to the City Council for final decisions regarding the banner program.
ANALYSIS:
For many years, the City has displayed patriotic banners from approximately Memorial Day through Labor Day. The Fourth of July parade is celebrating its 75th Anniversary this year and the Orange Avenue Banner program marks significant events of local organizations throughout the year. The Orange Avenue Banner Committee considered new artwork for this year’s display submitted by the Fourth of July Committee at a special meeting on May 23, 2024. The Banner Committee unanimously recommends these new designs for display from June 24 through September 10, 2024. Installation will include six designs on 30 poles for this series.
FISCAL IMPACT:
The Banners on Orange Avenue are funded entirely by a grant from Discover Coronado. This includes banner production and installation. Applicants submitted camera-ready art at their expense and worked with the Commission to produce the proposed banners. The cost to produce and install a new series of 60 banners on 30 poles is approximately $6,000.
ALTERNATIVE:
The City Council could choose not to accept the Cultural Arts Commission's recommendation and provide different direction to staff.
