CITY COUNCIL STAFF REPORT
June 4, 2024 {{section.number}}a
PUBLIC HEARING: RESOLUTION ADOPTING THE TRANSNET LOCAL STREET IMPROVEMENT PROGRAM OF PROJECTS FOR FISCAL YEARS 2025 THROUGH 2029 RECOMMENDATION:
Adopt a resolution adopting the TransNet Local Street Improvement Program of Projects for Fiscal Years 2025 through 2029.
BACKGROUND:
The San Diego Association of Governments (SANDAG) Board, in its role as the San Diego County Regional Transportation Commission, biennially approves the five-year TransNet Program of Projects (POP) as an element of the Regional Transportation Improvement Program (RTIP). In developing and approving the TransNet POP, each agency and SANDAG must comply with all provisions of the TransNet Ordinance and Expenditure Plan and any other implementing ordinances and rules as appropriate. The RTIP includes all major projects requesting certain categories of federal transportation funding or federal project approval.
The 2025 RTIP covers the five-year fiscal period 2024-25 through 2028-29, and every two years a new RTIP (2027, 2029, etc.) covering five fiscal years is adopted. The first two years of each RTIP are programmed for expenditure, and the remaining three years are forecasted.
ANALYSIS:
As part of the Fiscal Year (FY) 2024-25 Capital Improvement Program (CIP) development process, staff has identified the following projects to be funded in part with TransNet funds over the next five years:
• COR04, Street and Road Preventive Maintenance: Preventive maintenance program to repair or maintain City infrastructure within streets, alleys, sidewalks, and bike paths on a seven-year rotating basis. Projects may consist of asphalt digouts, sidewalk grinding/replacement, repair/replacement of concrete improvements, sign replacement, crack seal, slurry seal, scrub seal, and pavement markings. CIP includes the Street Preventative Maintenance Annual Program and Alley Replacement/Repairs. • COR07, Street and Road Major Rehabilitation: Rehabilitation or replacement of streets, alleys, sidewalks, and bike paths. Projects may include rehabilitation of severely damaged areas and construction of a new structural pavement surface, replacement of concrete alleys, construction of new or replacement of non-conforming sidewalks. Locations are prioritized based on the most recent Pavement Management Program and evaluation/recommendation by staff. CIP includes the Street, Curb, and Gutter Projects (3), SR 75 Shores Medians, Seawall Stabilization and Repair, and Downtown Enhancement Phase I.
• COR 27, Roadway Drainage Improvements: Improvements to address inadequate street drainage by performing engineering analysis and constructing new or improving existing storm drain or surface improvements, reducing significant roadway flooding. CIP includes Five Points Drainage Preliminary Engineering.
TransNet funding for these projects constitutes Coronado’s TransNet Local Street Improvement POP for Fiscal Years 2025 through 2029. In addition to projects funded by TransNet funds, the POP also contains projects that are funded with Local Funds, such as: Highway Users Tax, Regional Transportation Congestion Improvement Program, Earmark Repurposing, and Bridge Toll monies. These projects are annually presented to the City Council as part of the proposed CIP and are included in the proposed FY 2024-25 budget presented to the City Council on May 21, 2024.
The attached resolution certifies to SANDAG that the City will comply with all requirements of the TransNet Ordinance and Expenditure Plan, including maintenance-of-effort spending levels. The resolution must be submitted to SANDAG by July 1, 2024. Absent these certifications, the City will not receive TransNet funding or will have to wait until the next approved cycle.
FISCAL IMPACT:
In the attached TransNet Revenue Forecast, it is projected that the City will receive $4,183,000 of TransNet funds from FY 2025 to FY 2029.
ALTERNATIVE:
The City Council could decide to modify the list of projects to be funded with TransNet funding.
CALIFORNIA ENVIRONMENTAL QUALITY ACT:
