PUBLIC BEACHES AND DIRECTION ON BEACH SECURITY AND FIRE PIT
RESERVATIONS
Kelli Maples, Management Analyst, provided a presentation on the staff report utilizing a PowerPoint.
Councilmember Duncan asked if the Coastal Commission had mentioned reasons for not approving the prohibition on fires and inquired about the practices of other cities regarding portable fire pits and wood fire bans. Ms. Maples replied that the Coastal Commission did not approve any beach area bans, citing examples from other cities like Carmel-by-theSea and San Diego, and clarified that while San Diego only allows wood fires in fire rings, propane devices are permitted elsewhere, which differs from Coronado's proposal to allow smokeless wood fire pits.
Councilmembers and Staff discussion ensued regarding a detailed count on fires on the beach, additional data to be requested from the police department and Elite Security, and no known issues under the current regulations.
City Attorney Canlas clarified that based on conversations with the Coastal Commission, no permit or other approval is required if it's just a matter of fuel source restrictions.
Existing conditions at North Beach, like the use of fire pits, do not need a Coastal Development Permit (CDP).
Tricia Trowbridge provided comments regarding the health impacts of wood burning fires.
Docusign Envelope ID: 243D8AF0-5C26-436E-90C9-4B721B8F25BD June 4, 2024 Regular Meeting Minutes Page 11 of 13
Ethyanne Andres provided comments regarding air quality and health impacts of wood burning fires.
Terry Zack provided comments regarding support of restricting fires on South Beach.
Mickey Hansen provided comments regarding the views on both sides of the fire pit debate, suggesting a trial period for propane and smokeless devices to monitor their impact and potentially reduce smoke issues at South Beach.
David Hansen provided comments regarding support for Ordinance 2024-07 Option 2, limiting fuel types rather than banning fires on any area of the beach. .
Janet Simpkins provided comments regarding prioritizing health and asked Council to consider banning wood fires entirely or post warnings about their potential health impacts.
Discussion ensued regarding the need to consider a third option that leaves North Beach unchanged while limiting fuel sources at South Beach to smokeless and propane fires, alongside a prohibition on fires through a Coastal Development Permit (CDP) change.
City Attorney Canlas clarified that changing the fuel source on the beach does not require a CDP as long as it doesn't prohibit fires altogether, and that the current policy aligns with preserving low-cost recreational activities as outlined in the Coastal Act.
Further discussion ensued regarding the temporary allowance of smokeless fire pits, whether to maintain existing fire regulations or modify them, focusing on the need to avoid requiring a Coastal Development Permit, and the possibility of limiting the fuel type to propane in front of the Shores while keeping the current rules for other areas.
City Manager Friend noted that if an ordinance is adopted, it would require a second reading and would take effect 30 days later, that further discussions on the next steps, including whether to seek Coastal Commission approval with the ordinance in hand would be needed.
City Attorney Canlas recommended introducing a temporary measure to gather data and provide immediate relief, followed by adopting a permanent solution to submit to the Coastal Commission. As an alternative, she suggested working on the current option, removing references to smokeless fire pits, and having an ordinance in place by the end of summer to start gathering data.
Discussion ensued between Councilmember Duncan and City Attorney Canlas regarding the proposed option included the removal of smokeless portable devices at all beaches or just South Beach, emphasis on South Beach based on prior discussions, and aligning with option two, which would restrict South Beach to propane-only devices, aligning with Council preferences and avoiding reliance on Coastal Commission approval.
