RE: Support for the City of Coronado Stormwater Mitigation Project Dear Chairwoman Murray, Ranking Member Collins, Chairman Merkley, and Ranking Member Murkowski:
On behalf of the City of Coronado, I write to request your support for the City of Coronado Stormwater Mitigation Project put forward by Senator Alex Padilla and Senator Laphonza Butler for FY25 Congressionally Directed Spending. The funding for this project will provide infrastructure to address stormwater at a critical junction in the City – which when complete will create a positive impact for the City of Coronado, the community, and the environment.
The City of Coronado is located just south of downtown San Diego and is surrounded by the Pacific Ocean, San Diego Bay, and Glorietta Bay. The project location area is very near the San Diego Bay and is subject to regular outfall testing in the area as it is susceptible to pollutant entry into the waterway. The City of Coronado Stormwater Mitigation Project will consist of the construction of a pump station near the First Street and A Avenue intersection and the acquisition of a Combination Sewer Truck with jetting and vacuuming functionality. Once complete, the project will prevent pollutants from entering the waterways which surround the City, protecting water quality, and address stormwater flows to help prevent flooding in our low-lying city during rain events.
The First Street and A Avenue area, in particular, is prone to flooding, even during small rain storms. In addition to flooding, past rain storms in the area have caused blown transformers and power outages of more than eight hours. Additionally, one of the cities two Combination Sewer Trucks—essential to the daily maintenance of sewer mains and spill mitigation–has reached the end of its life cycle and needs to be replaced. These funds will help the city achieve these important objectives, and stay in compliance with our National Pollutant Discharge Elimination System (NPDES) permit.
The City of Coronado thanks you for considering these funds for our community. We humbly urge you to ensure these funds are included in the final FY25 Interior-Environment appropriations bill, and enacted into law.
Sincerely,
Richard Bailey
Mayor
