CITY COUNCIL STAFF REPORT
July 16, 2024 {{section.number}}f

AUTHORIZE THE CITY MANAGER TO EXECUTE PROFESSIONAL SERVICES AGREEMENTS WITH TRITON ENGINEERS INC. AND KPFF INC. FOR MARINE

ENGINEERING SERVICES FOR A THREE-YEAR TERM AND PROVIDE AUTHORITY TO THE

CITY MANAGER TO EXECUTE FUTURE RENEWAL OPTIONS FOR YEARS FOUR AND FIVE RECOMMENDATION:

Authorize the City Manager to enter into professional services agreements with Triton Engineers, Inc. and KPFF Inc. to provide on-call consulting services for marine engineering services related to boat slips, docks, floats, and shoreline protection projects, and provide authority to the City Manager to execute future renewal options for years four and five of the agreement.

BACKGROUND:

The Public Services and Engineering Department utilizes consultants to help maintain conformance with the “Standard Specifications for Boat Slips, Docks, and Floats within the Wharfage Area, Coronado Cays Development,” dated July 26, 1987, and the “California Department of Boating and Waterways Guidelines for Marina Berthing Facilities,” dated July 2005. To ensure the City has access to this type of expertise, as-needed professional service agreements are signed with qualified firms which allow staff to negotiate individual work orders in an expeditious manner based on the scope of work required for specific projects or tasks.

Retaining an as-needed consultant creates administrative efficiencies that allow the City to add capacity in a cost-effective manner.

Pursuant to Coronado Municipal Code 8.04.080 and Government Code Section 4526, professional service providers are selected through a process that evaluates their demonstrated competence and professional qualifications necessary for the satisfactory performance of the desired service. The previous Request for Qualifications (RFQ) for marine engineering plan review, design and inspection consulting services related to boat slips and dock projects was issued on May 31, 2019, and resulted in the City entering into a contract with Triton Engineers, Inc. Renewal options for this contract are exhausted with the final renewal having expired on May 21, 2024.

ANALYSIS:

On March 22, 2024, the City issued an RFQ for firms interested in providing marine engineering plan review, design and inspection services to the City of Coronado. Responses to the RFQ were received on April 24, 2024. Two responses were received, and staff determined that both responsive consulting firms, Triton Engineering Inc. and KPFF Inc., were qualified to provide the requested on-call marine consulting services.

Staff recommends as-needed professional services contracts be issued to both Triton Engineering Inc. and KPFF Inc. Although historically the City has only contracted with one marine engineering consultant at a time, having a second consultant is seen as positive, providing staff additional options and resources in marine engineering as well as added assistance if required in response to increased workload and demand for services. As recommended, the professional services agreements would be in effect for an initial period of three years with the ability to extend the contract, via one-year extensions, to a total amount of five years. Based on the submittals received, both firm’s hourly rates for professional services were found to be fair and reasonable.

Task orders will be issued on an as needed basis up to the City Manager's authority. City Council authorization will be requested thereafter as may be required.

FISCAL IMPACT:

There is no fiscal impact at this time. Plan check and inspection services will be awarded by task order and invoiced on a time and materials basis which will be paid for by each applicant via deposit accounts. Design consulting services for specific capital improvement projects, as needed, will be determined based on project scope and complexity and awarded by work order.

ALTERNATIVE:

Rather than utilizing as-needed consultants to provide professional services, when necessary, the City could solicit proposals for consulting services on a project-by-project basis. However, such an approach could prove to be problematic for unanticipated tasks with quick deadlines and would be less cost effective.
