PC 2024-03 CONSIDERATION OF A REQUEST FOR A TWO-LOT TENTATIVE PARCEL MAP
AND DETERMINATION THAT THE PROJECT IS CATEGORICALLY EXEMPT UNDER CALIFORNIA ENVIRONMENTAL QUALITY ACT GUIDELINES SECTION 15332 FOR THE PROPERTY LOCATED AT 400 THIRD STREET/309 J AVENUE
RECOMMENDATION:
Adopt a Resolution approving the Tentative Parcel Map at 400 Third Street/309 J Avenue including the findings and conditions, and determine that the project is categorically exempt under Class 32 of the California Environmental Quality Act Guidelines Section 15332 (In-Fill Development).
BACKGROUND:
The request is for approval of a two-lot Tentative Parcel Map, per Coronado Municipal Code (CMC) Chapter 82.60 Minor Subdivisions.
The site is located at the southeast corner of Third Street and J Avenue. The existing property has 75 feet of frontage along J Avenue, is 100 feet deep, and does not have alley access. The total lot size is 7,500 square feet. The property is surrounded mainly by single-family dwelling units in the R-1B and R-1A Zone.
The zoning for the property is “R-1B Single-Family Residential,” which has a minimum lot size requirement of 3,500 square feet. The proposed subdivision will yield two lots. Lot 1 (northern parcel) will be 3,750 square feet and Lot 2 (southern parcel) will also be 3,750 square feet. Each of these proposed parcels complies with the minimum lot size.
The property’s General Plan Designation is Low Density Residential, which allows up to 12 dwelling units per acre (i.e., R-1B Zone). The project complies, since each proposed lot size (3,750 feet) can support one unit.
ANALYSIS:
CMC Sections 82.50 and 82.60.020 outline the requirements and procedures applicable to Tentative Maps. CMC Section 82.50.090(B) requires the Department of Community Development to “prepare a staff report to the Planning Commission containing recommendations regarding the proposed” Tentative Parcel Map. Pursuant to CMC Section 82.50.110(B), the Planning Commission is authorized to recommend to the City Council the approval, conditional approval, or denial of the Tentative Parcel Map. As appropriate, the Planning Commission is to recommend the kind, nature and extent of improvements that should be constructed or installed. The recommendation is then presented to the City Council according to CMC Section 82.50.120(A).
If the Tentative Parcel Map is approved, the Tentative Parcel Map will become final upon compliance with CMC Chapter 82.64 as a minor subdivision.
The Planning Commission held a public hearing on June 11, 2024 where they recommended that the City Council approve the Tentative Parcel Map with the conditions of approval found in the draft resolution (Attachment 1).
The proposed two-lot Tentative Parcel Map will divide the existing 7,500 square foot lot into two parcels. The proposed Parcel 1 will be located at the corner of Third Street and J Avenue and will contain 3,750 square feet. Proposed Parcel 2 will be located to the south of Parcel 1, front on J Avenue, and will also contain 3,750 square feet. Each proposed parcel will front on J Avenue for setback purposes. Each proposed parcel complies with Subdivision Design Requirements, including minimum lot size, lot line dimensions, and off-street parking access.
The Tentative Parcel Map and proposed residential use is consistent with the General Plan and Zoning Ordinance, complies with the State Map Act and the Coronado Subdivision Ordinance, and was reviewed by the Public Services, Engineering, and Fire departments, whose proposed conditions are set out in Attachment 1.
The State Subdivision Map Act and Coronado Subdivision Ordinance provide authority to local agencies to impose conditions on the approval of subdivisions. The subdivider can be required to dedicate land to public use, make public improvements, pay required fees, or other conditions as needed to mitigate any adverse impacts of the subdivision on the community, to provide governmental services to subdivision residents, and to implement the requirements of the local general plan. Required public improvements have been incorporated into the attached list of conditions and are consistent with requirements of other subdivision maps.
The full size proposed Tentative Parcel Map is available to review in the Community Development Department office.
FISCAL IMPACT:
None.
ALTERNATIVE:
The Council may elect to deny the Tentative Parcel Map application and make appropriate findings.
