CITY COUNCIL STAFF REPORT

ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, AMENDING ITS FISCAL YEAR 2024-25 PERSONNEL AUTHORIZATION AND COMPENSATION PLAN TO INCORPORATE COMPENSATION AND BENEFIT CHANGES” RECOMMENDATION:
Adopt “A Resolution of the City Council of the City of Coronado, California, Amending its Fiscal Year 2024-25 Personnel Authorization and Compensation Plan to incorporate Compensation and Benefit Changes” to adjust the salary for the Director of Police Services (Police Chief).
BACKGROUND:
The Personnel Authorization and Compensation Plan (PACP) enumerates the number of authorized positions and classifications and the approved pay ranges for all classifications. When compensation, benefit, or classification adjustments occur, the City Council is presented with them.
The complete PACP and the Memoranda of Understanding (MOU) for the Coronado Police Officers’ Association (CPOA), Coronado Firefighters Association’ (CFA), and American Federation of State, County and Municipal Employees (AFSCME), Local 127 can be found at:
https://www.coronado.ca.us/186/City-Employment-Salaries-Memoranda-of-Un and are available for review in the City Clerk’s office.
ANALYSIS:
When changes in compensation, benefit, or classifications occur, it is important to amend the PACP or applicable MOU to reflect the changes for CalPERS purposes and for public transparency.
In early 2024, the City of Coronado held a recruitment for the next Director of Police Services, also referred to as the Police Chief. The applicant pool did not include many individuals from San Diego area law enforcement agencies. Based upon feedback, the City learned that one contributor to the low local applicant pool may have been the salary band for the position.
Staff conducted a salary survey which found that the City of Coronado Director of Police Services (Police Chief) compensation is within the lower tier of comparator cities and below the San Diego area median for similar positions. Staff recommends a salary adjustment of seven percent (7%) for the position of Director of Police Services (Police Chief). This would bring the Director of Police Services’ pay range to $212,685 - $252,966. The adjustment will enhance the City’s ability to attract high-quality candidates, including from San Diego area law enforcement agencies, without creating significant internal compensation compaction.
The above amendments will not change the number of FTEs; as a result, the PACP will continue to reflect a total of 254.75 authorized positions. If approved, the salary change will be reflected in the Fiscal Year 2024-25 Personnel Authorization and Compensation Plan.
FISCAL IMPACT:
Increasing the salary band of the Director of Police Services by seven percent (7%) will have an estimated fiscal impact of $19,860 for Fiscal Year 2024-25, which will be offset by the benefit savings during the period the Interim Chief remains in the position. As such, no additional appropriation is requested to the FY 2024-25 Police Services personnel budget (10021101-7000) for the proposed change at this time.
ALTERNATIVE:
The City Council may not adopt the Resolution and direct staff to take different actions.
