RECOMMENDATION:
Adopt “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of $22,363 in funds provided by the Fiscal Year (FY) 2022 State Homeland Security Program (SHSP) through the County of San Diego.” BACKGROUND:
In recent years, the State of California has been awarded grant funding from the U.S.
Department of Homeland Security. The State, in turn, awards a portion of this funding to each county. Local law enforcement agencies may apply for these funds through their respective county.
In previous years, the Fire Department used State Homeland Security Program (SHSP) funds to buy portable radios, stop-bleed kits, and radiation detection devices. The Police Department used previous funding for different projects, including security cameras, portable radios, and ballistic plates.
ANALYSIS:
Public Safety intends to utilize the grant funding to acquire specialized air-purifying respirators designed to offer protection from chemical, biological, radiological, and nuclear hazards. These respirators will serve as replacements for aging equipment currently in use and are FEMAapproved.
FISCAL IMPACT:
San Diego County has been allocated FY 2022 State Homeland Security grant funds. The City of Coronado is eligible to receive $22,363 of these grant funds. The expenditure and reimbursement revenue will be recorded to the City's Federal Grant Fund 24021103 and may be subject to Federal single audit reporting requirements. These funds must be spent by May 31, 2025.
ALTERNATIVE:
The City Council may choose not to accept the grant funds or direct the grant funds for a specific purchase.
