CITY COUNCIL STAFF REPORT
July 16, 2024 {{section.number}}j

AUTHORIZE THE CITY MANAGER TO AWARD A CONTRACT TO SALEM & BIDDLE FOR CROSSING GUARD SERVICES IN AN AMOUNT NOT TO EXCEED $338,643.00 AND

PROVIDE AUTHORITY TO THE CITY MANAGER TO EXERCISE A FUTURE RENEWAL

OPTION FOR YEARS FOUR AND FIVE OF THE AGREEMENT
RECOMMENDATION:

Authorize the City Manager to award a contract to Salem & Biddle for three (3) years with twoone year renewal options for crossing guard services in the amount of $338,643.00 and authorize the City Manager to exercise future renewal options for years four and five.

BACKGROUND:

The Police Services Department last solicited for crossing guard services in April of 2019. Salem & Biddle was selected and has provided service since that time; however, that agreement expired at the end of the 2023-24 school year. Per Coronado Municipal Code 8.04 and Administrative Policy #401, a full and open solicitation is required as the annual contract value exceeds $100,000.

ANALYSIS:

In accordance with Coronado Municipal Code 8.04, a Request for Proposal (RFP) was published on June 14, 2024. Bids were opened on July 1, 2024, and only one submittal was received in response to the RFP. Historically, it has been difficult to attract multiple vendors to compete for this contract due to the relatively low volume of the services needed combined with irregular staffing times. Staff reviewed the submittal package, checked references, and recommends that the City Manager award a contract to Salem & Biddle. They were the City’s most recent contractor and have a proven history of delivering a high quality of service in key areas near Coronado schools where foot and bicycle traffic are heavy during school hours.

FISCAL IMPACT:

The proposed crossing guard services contract will not exceed $338,643.00. The first-year expense is programmed in the FY 2024-25 Police Services Division (10021101-80030) budget.

ALTERNATIVE:

The City Council may choose not to award the contract, resolicit for other contractors, or provide different direction to staff.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not Applicable.

PUBLIC NOTICE:

No notice required.
