CITY COUNCIL STAFF REPORT
August 20, 2024 {{section.number}}c
CONSIDERATION OF APPOINTMENT OF ONE NEW MEMBER TO SERVE A THREE-YEAR
TERM ON THE DESIGN REVIEW COMMISSION
RECOMMENDATION:
Consider for appointment one new member from the submitted applications to serve a three-year term on the Design Review Commission to expire July 31, 2027.
BACKGROUND:
The City of Coronado Administrative Procedure No. 204 and Council policy limits the time an individual may serve on a board, commission, or committee to a maximum of two terms or eight years, whichever is less. City Council Policies No. 6 and No. 23 set forth the process for reappointing eligible incumbents and the competitive process to fill vacancies on City boards, commissions, and committees.
ANALYSIS:
Commissioner David Gillingham was appointed to the Design Review Commission on March 13, 2019, and reappointed on July 21, 2020. At the Regular Meeting of March 2, 2021, the City Council approved extending the terms of all board, commission, and committee members by one (1) year due to the COVID-19 pandemic. Commissioner Gillingham’s term was set to expire on July 31, 2023, but was extended to July 31, 2024.
Pursuant to Administrative Procedure No. 204 and City Council Policies No. 6 and No. 23, Commissioner Gillingham is ineligible for reappointment as an additional three-year term would result in serving over eight years.
The following individuals have submitted applications for the City Council’s consideration (listed alphabetically by last name):
• Michael Crews
• Jeremy Stein
• Ramon Ybarra
FISCAL IMPACT:

ALTERNATIVE:
The City Council could decline to make the appointment and direct the City Clerk to advertise for additional applicants.
