CITY COUNCIL STAFF REPORT
August 20, 2024 {{section.number}}j

REGIONAL REALIGNMENT RESPONSE GROUP FUNDS
RECOMMENDATION:

Adopt “A Resolution of the City Council of the City of Coronado, California, authorizing the receipt and appropriation of 2024 Regional Realignment Response Group Funds in the amount of $5,000 provided by the Community Corrections Partnership (CCP) through the County of San Diego Sheriff’s Department.“
BACKGROUND:

The intent of Regional Realignment Response funding is to encourage counties to develop and implement evidence-based practices and alternatives to incarceration to limit future crimes and reduce victimization.

The San Diego County Sheriff’s Department has been designated as the fiscal agent of Regional Realignment Response funds for the San Diego County region. The original Memorandum of Agreement between the County of San Diego and participating cities in the County was created in 2013 to outline the disbursement of Realignment funds. It was amended twice in 2015. The current Memorandum of Agreement covers the period from July 1, 2024, through June 30, 2025.

The Coronado Police Department participates in the Southern Region Group consisting of police officers from Chula Vista, National City, the City of San Diego, and sheriff’s deputies from San Diego County since 2014. This group has worked collaboratively throughout the Southern Region in conducting compliance checks of released offenders who are identified through intelligencebased analysis to be at a higher risk for re-offending.

ANALYSIS:

In order to receive the funds, the City must adopt a resolution accepting and appropriating the funds. The State budget for Fiscal Year 2023-2024 has allocated additional funding for this program and Coronado’s allocation is $5,000. The Police Department will use the funding to participate in overtime operations conducting compliance checks on San Diego County probationers.

FISCAL IMPACT:

The Community Corrections Partnership through the County of San Diego has been awarded funding and the City of Coronado is eligible to receive $5,000 of these funds. Staff recommends a budget adjustment of $5,000 to revenues and expenditures in the State Grants Fund 245 account within the City’s Fiscal Year 2024-25 budget. This grant must be expended by June 30, 2025.

ALTERNATIVE:

The City Council can choose to not accept the funds.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not a “project” under the California Environmental Quality Act.
