It is Caltrans policy to avoid adverse effects on cultural resources whenever possible.
Goal: No Adverse Effect pursuant to PRC § 5024 Memorandum of Understanding
THE RESOURCE
The San Diego-Coronado Bay Bridge Toll Plaza is eligible for the National Register of Historic Places (NRHP) under Criterion C as part of the San Diego-Coronado Bay Bridge Historic District. The Toll Plaza period of significance is 1969, when the bridge construction was completed. The following thirteen resources, which are all State-owned, contribute to the NRHP-eligible District:
- San Diego-Coronado Bay Bridge
- Caltrans Building
- Caltrans Building Parking Lot
- Toll Plaza Zipper
- San Diego-Coronado Bay Bridge Toll Collection Structure (Wing) - Storage Yard
- Landscape Elements (5 Planting Areas)
- Flagpoles (2)
The bridge and Caltrans building are individually significant, but the remaining elements of the district (wing, zipper, and associated landscape elements and small-scale features) are not individually significant for their type, period, or method of construction. These elements are only significant in concert with each other; were too many of these elements to lose their integrity, the significance of the remaining elements would be degraded.
This Historic District is significant under NRHP Criterion C as embodying the distinctive characteristics of a construction type (toll plaza architecture) and period (1955-1970) at the state level. The district is the last surviving example of a representative Caltrans toll bridge complex.

Project components that avoid adverse effects:
- Installing a new “Coronado” sign at the end of the bridge within the landscaped median - Installing a “Coronado” sign on the wing structure. This sign must be removable and the font/size must be appropriate to the resource.
- Removing the unused overhead traffic sign from the northbound shoulder - Painting the wing structure. Colors must match existing. - Repairing the lane lights on the wing structure.
- Repair existing up-lighting surrounding the Caltrans building and beneath the Wing - Installing up-lighting on the vegetation/trees
- Replacing light standards with 1969-era light standards - Painting the existing CHP building, and completing any in-kind repairs. Colors must match existing.
- Reconfiguring or restriping parking spaces or traffic flow within the existing parking area. - Adding water quality/ sustainability elements (such as permeable surfaces) that do not visually detract from the Modern architectural design.
- Decorative paving: no modifications to the curb or original design is permitted. Patterns, colors, and textures must be visually compatible with the toll plaza design - Landscaping:
o Develop a landscape plan that would be consistent with the existing historic theme o Pruning/trimming existing trees and shrubs for health of landscaping and/or installing period-of-significance (1969) vegetation when removal is required ▪ Canary island pines shall remain
▪ Indian Laurel/ ficus trees will be pruned and if needed, replaced with gold medallion trees
▪ Existing unhealthy lantana groundcover and Indian hawthorn shrubs will be replaced with a different variety of the same respective species that may be more successful at these locations, but will evoke the same theme ▪ Brazilian pepper trees, Algerian ivy, and ice plant on the outer slopes will be removed and replaced with native grass mix, senecio, and lantana groundcover ▪ Succulents and Euphorbias may be planted in several small areas serving as an accent or a focal point (Median planters and slope adjacent to outside toll lane) ▪ Vines and shrubs similar to existing species within the toll plaza landscape will planted near the Caltrans storage parking lot to screen vehicles and equipment.
Existing vines and shrubs on the screening fence will be removed.

o Develop a City management plan for the landscaping
- Replacing the fencing surrounding the storage area
- Installing alternative traffic control elements or street signage such as traffic delineators and removing the orange barrels. All traffic control concepts must be approved by Caltrans Traffic Division.
- Shifting the lanes further under the wing without replacing that area/lanes with landscaping.
The pavement needs to retain its transportation function and can serve as a shoulder. All traffic control concepts must be approved by Caltrans Traffic Division. - Toll booth restoration, including replacement of at least one of the original toll booths back to its original location under the Wing Structure
Project components that would cause adverse effects:
- Removing the remaining historic fabric of the toll booths. - Removing the original design and historic fabric for the maintenance storage area, the parking lot, and the landscaped median area adjacent to the zipper machine - Removing landscaping and replacing with other vegetation. The wholesale change of the existing landscaping from its historic consistency to entirely new landscaping - Removing any travel lanes and replacing that area with landscaping. - Ornate decorative paving on the lanes.
