RESOLUTION NO. 2024-49
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CORONADO, CALIFORNIA, AMENDING ITS FISCAL YEAR
2024-25 PERSONNEL AUTHORIZATION AND COMPENSATION
PLAN TO INCORPORATE COMPENSATION AND BENEFIT
CHANGES
WHEREAS, the City Council is desirous to update the Personnel Authorization and Compensation Plan (PACP) when approved compensation, benefit, or classification adjustments occur; and
WHEREAS, the Personnel Authorization and Compensation Plan enumerates the number of authorized positions and classification, as well as the approved pay ranges for all classifications; and
WHEREAS, the Fiscal Year 2024-25 Personnel Authorization and Compensation Plan (FY 2024-25 PACP) is attached herein as Exhibit “A”; and WHEREAS, the salary schedules and pay bands have been amended to reflect the changes previously approved by City Council action, including the Memoranda of Understanding (MOU) for the Coronado Police Officers Association (CPOA) and American Federation of State, County and Municipal Employees (AFSCME), Local 127, Resolution 2024-39 and Resolution 2024-46; and
WHEREAS, as part of the City’s ongoing effect to ensure consistency and equity to the classifications and duties performed, staff conducted classification reviews for the Deputy City Clerk and non-management positions within the Information Technology (IT) and Finance divisions of the Administrative Services Department; and WHEREAS, as a result of the classification review, City staff requests those certain reclassifications, adjustments, and new classifications be updated as detailed in Exhibit “A”; and WHEREAS, to resolve operational deficiencies and provide appropriate coverage during extended recreation program activites, City staff requests expanding special project premium pay, or on-call pay, to the permanent Recreation Department staff; and WHEREAS, the revisions to the FY 2024-25 PACP are in the City’s best interests.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Coronado as follows:
1. That the above recitations are true; and

2. That the reclassification, adjustments, new classifications, and Special Project Premium Pay for Recreation are approved and shall be reflected in the appropriate sections of the PACP; and
3. That the FY 2024-25 PACP, Exhibit “A”, is approved and adopted; and
4. That the number of positions for all departments as identified in Sections 1, 2, and 3 of the FY 2024-25 PACP will continue to reflect a total of 254.75 authorized positions.
