RESOLUTION NO. 2024-50
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CORONADO, CALIFORNIA, CLARIFYING THE ANNUAL
UNIFORM ALLOWANCE AND EDUCATIONAL INCENTIVE
SPECIAL COMPENSATION FOR SELF-REPRESENTED
PUBLIC SAFETY EMPLOYEES
WHEREAS, the California Public Employees’ Retirement System (CalPERS) requires special compensation to be duly approved and adopted by the governing body of the member agency; and
WHEREAS, CalPERS recently notified the City that the Personnel Authorization and Compensation Plan (PACP) section 21 regarding uniform allowance and educational incentive pay does not meet CalPERS requirements because it references another document in lieu of disclosing the item of special compensation; and
WHEREAS, to meet the CalPERS requirements, the PACP has been updated to state the dollar amount of the uniform allowance for self-represented public safety employees for fiscal year 2024-2025; and
WHEREAS, for future or current self-represented public safety Classic CalPERS retirees to have the uniform allowance and educational incentive pay count in their pension calculation, the last few years of special compensation need to be clarified in this resolution.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Coronado as follows:
1. That the above recitations are true; and
2. That the Director of Police Services, Police Captain, and Police Lieutenant classifications received and will receive a uniform allowance of $1,250 per year from fiscal years 2022-25; and
3. That the Director of Police Services, Police Captain, and Police Lieutenant classifications received a uniform allowance of $850 per year from fiscal years 2018- 21; and
4. That the classifications of Police Lieutenant and Police Captain holding an Advanced P.O.S.T. Certificate received and will receive an educational incentive pay of 10% of base pay per pay period from fiscal years 2022-2025; and
5. That the Director of Fire Services and Fire Division Chief classifications received and will receive a uniform allowance of $1,225 per year from fiscal years 2022-25; and Attachment 2
6. That the Director of Fire Services and Fire Division Chief classifications received a uniform allowance of $825 per year from fiscal years 2018-21; and
7. That the PACP has been amended accordingly.
PASSED, ADOPTED, AND APPROVED by the City Council of the City of Coronado, California, at a regular meeting thereof this twentieth day of August, 2024 by the following vote to wit:
