EXECUTIVE SUMMARY
Findings
Traffic volume and collision rates increased on City streets in 2022 when compared to 2021. This increase can be attributed to the gradual resumption of pre-pandemic routines and activities across California, including the City of Coronado, subsequent to the relaxation of COVID-19 restrictions and the termination of statewide stay-at-home mandates. This report summarizes key metrics monitored as part of the routine assessment of annual traffic volume and collision data, providing a comprehensive overview of the observed trends and patterns therein.
• The average traffic volume entering/leaving the City on a daily basis increased from 83,572 vehicles per day in 2021 to 85,364 in 2022; this ranks as the 31st highest annual average traffic volume recorded since 1977. • The number of reported collisions increased from 124 in 2021 to 159 in 2022; this ranks as the 3rd fewest number of reported collisions since 1977. • One fatal collision occurred approximately 239' south of the intersection of Orange Avenue and Isabella Avenue in 2022.
• Two intersections of City streets experienced three or more collisions during 2022:
• Orange Avenue and First Street (4 collisions)
• Seventh Street & Alameda Boulevard (3 collisions)
• Three intersections along State Routes 75 and 282 experienced five or more collisions during 2022.
• Orange Avenue and Fourth Street (7 collisions)
• Orange Avenue and Fifth Street (5 collisions)
• Third Street & C Avenue (5 Collisions)

INTRODUCTION
In accordance with Coronado Municipal Code, Section 56.03.014, the City Engineer files an Annual Traffic Report with the City Council that contains the following:

A. Traffic accident data, including the number of traffic accidents, the number of persons killed, and the number of persons injured;
B. The number of traffic accidents investigated and other pertinent data on the safety activities of the City; and
C. The plans and recommendations of City staff for future traffic safety activities.

This report covers the time period from January 1 to December 31, 2022.

Traffic Volumes
Although not required by the Coronado Municipal Code, the annual report also includes traffic volume data. While the City of Coronado is built out, traffic patterns can significantly vary depending upon the season and the number of civilian and military personnel reporting to the local navy bases.

There are two locations to enter or leave the City of Coronado by automobile: 1) State Route 75 via the San Diego-Coronado Bridge (commonly referred to as "the Coronado Bridge") and 2) State Route 75 via the Silver Strand. Coronado is fortunate that both locations have been monitored by Caltrans using permanent traffic count stations for numerous years. These count stations are located within the toll plaza at the base of the Coronado Bridge and near Gate 3 of the Naval Amphibious Base (NAB) at Tarawa Road along State Route 75. The data is continuously collected and can be used to analyze daily, weekly, monthly, or Annual Average Daily Traffic (AADT) volumes. The AADT, reported as the number of vehicles per day, is calculated by taking the total traffic volume for the year and dividing it by 365 (the number of days in one calendar year).

Traffic Collisions
Crash data was obtained from the California Statewide Integrated Traffic Records System (SWITRS) database and the University of California, Berkeley, Transportation Injury Mapping System (TIMS) database. These programs provide a platform to organize accident data within a Global Positioning System (GPS)-linked database that allows the data to be easily sorted and analyzed. The application allows for the creation of custom reports requested by the user based on different categories including, but not limited to locations, dates, and collision types. The SWITRS and TIMS database consists of data collected and maintained by the California Highway Patrol (CHP). SWITRS contains all crashes that were reported to CHP by local and governmental agencies DRAFT Attachment 3

CITY-WIDE COLLISION DATA
2022 Collision Data
A total of 159 traffic collisions were reported in Coronado during 2022, 97 of which resulted in injuries; and 1 resulted in a fatality. The number of accidents, locations, types of vehicles involved (including bicyclists and pedestrians), primary collision factors, and the time of year when accidents occurred have been recorded and summarized in this report to better understand accident trends on City streets in an attempt to identify areas and aspects in need of improved safety measures.

By studying the locations where accidents occur, City staff can determine if there are opportunities for safety improvements at specific locations. The location of each accident is graphically shown on the collision maps included in this report. The Public Services & Engineering Department has established an accident threshold of three accidents in a twelve-month period in order to trigger safety reviews for specific locations. All locations that experience a collision resulting in a fatality are also reviewed. It is staff's understanding that a similar review is conducted by Caltrans for locations along State Routes that experience five or more collisions within a twelve-month period; as a result, these locations are typically identified by City staff and included in this report with the City's findings for each.

In order to implement measures that improve traffic safety, it is also important to identify locations in the City where collisions repeatedly occur year after year. While it may not be possible to totally eliminate accidents, it is possible to identify the primary collision factor (PCF) responsible for an accident, determine if a location experiences accidents based on a common cause, and recommend improvements aimed at addressing the common cause.

Primary Collision Factors
Primary collision factors for all 159 reported accidents within Coronado city limits during 2022 are depicted below. The top three collision factors remain the same as experienced in 2021. It is important to note that "unsafe speed" does not necessarily mean a vehicle was speeding - it means a vehicle was traveling too fast for conditions. For example: A car approaching vehicles stopped in the road and
rear-ending one could be caused by "unsafe
speed."

This is the second time in the last five years that this intersection has experienced three or more collisions in a single calendar year. The five collisions identified mostly appear to have unique circumstances or vehicle direction:
• The first collision occurred due to one vehicle following another vehicle too closely, resulting in a rear-end collision.
• The second collision involved a driver operating a vehicle under the influence of alcohol which resulted in a rear end collision with another vehicle. • The third collision involved a vehicle that was reversing on First Street and collided with a pedestrian in the process. The pedestrian was noted to be crossing in the crosswalk. The driver was cited for unsafe starting or backing, which indicated the driver was likely reversing out of a parking space when the accident occurred.
• The fourth collision was a single-vehicle accident which occurred while a vehicle was traveling north on Orange Avenue and then veered off the roadway, hitting an object in the process.

DRAFT Attachment 3
In accordance with the City's red curb warrant policy, intersections that experience three or more collisions in a 12-month period should be reviewed to determine if an additional red curb is warranted to improve intersection visibility. In this case, visibility through the intersection did not contribute to the five documented collisions. As a result, no additional red curb is recommended.

The analysis of the accident data identified no clear patterns or specific safety concerns related to the intersection. However, since this location has experienced 3 or more crashes twice in the last five years, the following recommendations are proposed.

Recommendations:
• Install backplates with retroreflective borders on all signal heads to enhance the visibility of the traffic signals.

This is the first time in at least five years that this intersection has experienced three or more collisions in a single calendar year. The three collisions identified appear to have unique circumstances or vehicle direction:

DRAFT Attachment 3
• The first collision occurred while the driver at fault traveling southbound on Alameda Blvd attempted to make a U-Turn and struck an unsuspecting vehicle, also traveling southbound, on its broadside.
• The second collision occurred while the driver at fault traveling westbound on Seventh Street, rear ended a parked vehicle. The driver was noted to be impaired and had been drinking alcohol prior to the accident. • The third collision occurred while a vehicle traveling southbound made an improper turn and hit an object as a result.

In accordance with the City's red curb warrant policy, intersections that experience three or more collisions in a 12-month period should be reviewed to determine if additional red curb is warranted to improve intersection visibility. In this case, visibility through the intersection did not contribute to the three documented collisions. As a result, no additional red curb is recommended.

The analysis of the accident data identified no clear patterns or specific safety concerns related to the intersection; as a result, no improvement recommendations are being made at this time.

Sunday 11/20/22 3:07 PM Traffic Signals and Signs Head On This is the second time in at least five years that this intersection has experienced five or more collisions in a single calendar year.

A summary of the nine collisions for this intersection is provided below:

DRAFT Attachment 3
• The first collision was a vehicle versus bicycle incident involving a car making a right turn which failed to yield the right of way to a bicyclist heading northbound on Orange Avenue.
• The second incident involved a collision between a bicyclist and a pedestrian.

This incident occurred at the intersection and both parties were traveling north. • Two incidents occurred as a result of a driver operating under the influence of alcohol. One collision was a broadside collision resulting in visible injuries, and the other incident was a rear-end collision resulting in property damage only. • Two incidents occurred characterized by broadside and head-on impacts, with the primary collision factor attributed to the traffic signals and/or signs. The party at fault in the first incident was noted to be traveling in the northbound direction.

The party at fault in the second incident was noted to be traveling in the eastbound direction.
• One incident resulted from a driver operating at unsafe speeds for the apparent conditions. The incident was a single-vehicle accident in which a motorcycle lost control while attempting to stop and overturned the motorcycle.

The analysis of the accident data indicates that the traffic signal equipment for the eastbound and northbound approach may be a contributing factor to some of the collisions occurring at this intersection. This is the second year in a row in which the traffic signal and signs were noted as a contributing factor at this intersection. Therefore, the following recommendations are suggested for Caltrans to consider.

Recommendations:
• Conduct a field investigation of the traffic signals and signs to identify any deficiencies that may be present. All approaches should be examined. • Consider working with Caltrans to install backplates with retroreflective borders on all signal heads to enhance the visibility of the traffic signals.

This is the first time in at least five years that this intersection has experienced five or more collisions in a single calendar year.

A summary of the six collisions for this intersection is provided below:
• Two of the collisions were characterized by broadside impacts. In both instances, a vehicle traveling in the eastbound direction failed to yield the right- of-way to a vehicle traveling in the northbound direction on Orange Avenue. • In one of the collisions a vehicle traveling southbound on Orange Avenue failed to stop in time before rear-ending another vehicle that was stopped on Orange Avenue.
• Two of the incidents involved a vehicle colliding with a bicycle. The first of the two accidents occurred between a parked vehicle and a bicycle traveling southbound on Orange Avenue. The second accident occurred as a bicycle was attempting to make a left turn onto Orange Avenue from Fifth Street and was struck by a vehicle also traveling eastbound on Fifth Avenue. • The last accident occurred as a vehicle traveling northbound on Orange Avenue made an improper attempt at a left turn, presumably from the wrong lane, striking another vehicle traveling northbound on Orange Avenue.

DRAFT Attachment 3
In accordance with the City's red curb warrant policy, intersections that experience three or more collisions in a 12-month period should be reviewed to determine if additional red curb is warranted to improve intersection visibility. In this case, visibility through the intersection did not contribute to the six documented collisions. As a result, no additional red curb is recommended.

The analysis of the accident data identified no clear patterns or specific safety concerns related to the intersection; as a result, no improvement recommendations are being made at this time.

Five-Year Trends in the Village
The annual analysis of individual locations that experience three or more collisions in a particular year includes a review of recent accident data to determine if conditions have changed in a manner that negatively impacted safety. This five-year trend analysis focuses on entire street corridors in an effort to identify any safety concerns.

As would be expected, traffic
collision locations are generally
spread across the entire Village
with a higher number of collisions
observed on streets that Collisions by Corridor- Top 10 experience higher traffic volumes.

Orange Avenue makes A Avenue
an attractive option for drivers to

through the City. This increased traffic volume appears to have resulted in an increased number of collisions. As indicated in past reports, the majority of collisions took place within the two intersections of with State Highways (Fourth Street and Third Street); the remaining locations where accidents took place experienced no more than three collisions within the five-year period, resulting in an accident rate of less than one per year. The number of collisions along A Avenue taking place each year appears to be random, and not consistently growing (or declining). No specific trends that could be remedied through engineered solutions were identified, nor circulation improvements that would not negatively impact the transportation network.

Five-Year Trends in the Coronado Cays
Nine collisions were reported within the Coronado Cays community between 2018 and 2022. Of these 10 collisions, 2 occurred in 2022; one involved a parked vehicle or other fixed object and one involved a bicyclist.

There were no locations within the Cays that experienced more than one accident within the five-year time frame reviewed.

Six of the identified collisions took place in, or adjacent to, an intersection of two roadways. Three of the collisions occurred at a signalized intersection (Orange Avenue & Fourth Street; Orange Avenue & Avenida Del Sol; Orange Avenue & First Street) with pedestrian indicators. The intersection of Orange Avenue & Fourth Street is the only pedestrian-involved collision location in 2022 that occurred at a location where the City recorded pedestrian-involved collision in 2021.

The following intersections have experienced more than one pedestrian-related collision in the past 5 years:
• Orange Avenue & First Street (one in 2020)
• Orange Avenue & Second Street (one in 2019, one in 2020) • Orange Avenue & Fourth Street (one in 2021)
Considering that the intersections of Orange Avenue & First Street and Orange Avenue & Fourth Street are already signalized, with pedestrian crosswalk indicators present, no improvements at these locations are recommended. Also, considering that the intersection of Orange Avenue & Second Street already consists of curb-bulb outs, high visibility continental crosswalks, and ADA compliant curb ramps, no improvements at these locations are recommended. None of the other four intersections have experienced DRAFT Attachment 3
another pedestrian-related collision within the last five years, therefore, no physical improvements seem necessary at this time.

Recommendations: None.

Of the 21 bicycle collisions that took place in 2022, six of them occurred in the vicinity of the Bayshore Bikeway Class 1 facility which is three more than were recorded in 2021.

Of the six collisions, three were attributed to automobile right-of-way violations, one was attributed to traffic signals and signs, one was attributed to unsafe speeds, and one was attributed to other hazardous violations.

There was one location multiple bicycle collisions occurred in 2022, Silver Strand Boulevard & Attu Avenue (two collisions). The first collision occurred when a bicyclist traveling northbound was struck by a vehicle traveling eastbound on Attu Avenue after making a right turn from Silver Strand Boulevard. The bicyclist in this instance was noted as the "at-fault" party. The second collision occurred when a vehicle traveling east on Attu Avenue collided with bicyclists traveling northbound. In this instance, the vehicle was noted as the "at-fault" party and failed to yield the right-of-way to the bicyclists.

Recommendations: Consider reviewing policies involving bicycles, including e-bikes, while traveling on Bayshore Bikeway Class 1 facility. Consider reviewing policies pertaining to speed limits; designating clear right-of-way at uncontrolled intersections; and use of at-intersection and advance warning signage and pavement markings.
