Room and Spreckels Park.

Jenny Portelli provided comments regarding concerns for the potential property value impacts from changes to Cays Park and expressed support for maintaining the current size of the Winn Room without removing any trees.

Mayor Bailey asked Interim Police Chief Rick Martinez to provide a brief explanation on how the Police Department interacts with other agencies including Border Patrol. Chief Martinez explained that the Police Department assists in significant events, such as a recent pursuit involving Border Patrol, and clarified that Coronado is not a sanctuary city, although state policies may apply.

Councilmember Tanaka asked about the status of a task force that previously involved Border Patrol and Coronado Police, to which Chief Martinez responded that the Police is currently involved in two other task forces and unaware of the current status of the mentioned task force, and that it may be dormant or no longer operating. Chief Martinez also addressed a concern raised by a resident regarding the police response in sanctuary city contexts, stating that the department would respond to any incident within the City.

Councilmember Duncan provided comments regarding his concerns with the Cays Park Master Plan, including the plan approval process, the lack of public access to cost estimates, the legal implications of passing the plan without the ability to modify individual elements, and asked that the Council contemplate reconsideration of the matter in the future.

a. Update on Council-Directed Actions and Citizen Inquiries.

Tina Friend, City Manager, provided updates regarding the reopening of the pool after renovations, the ongoing maintenance and replacement of playground equipment at Cays Park, the next steps and community discussions planned for the Cays Park Master Plan, and identified immediate and future needs for the Coronado Playhouse that will be addressed in upcoming budget considerations.

Councilmember Downey asked about the timeline for repairs to the Winn Room and whether the improvements might enhance the room's acoustics. City Manager Friend responded that while some immediate improvements, like replacing a computer and projector, could happen soon, larger projects such as an acoustic study would take more time, with a recommendation expected in a few months.

Councilmember Downey asked for clarification on what items were excluded from the Cays Park Master Plan when it returns for further discussion. City Manager Friend confirmed that the current plan does not include lane reductions and emphasized the need for clear communication on what is and isn't included in the plan.

Mr. Brown responded that the document was released 10 days prior, with copies available at City Hall and the library, and a notice was placed in the Eagle Journal. Councilmember Downey suggested that for future items, the City should consider providing more time for public review and making documents available on the City's website to improve accessibility.

Having no further requests to speak, Mayor Bailey closed the public hearing.

emphasizing the importance of determining what types of events and programs should drive the decision in option selection.

Councilmember Donovan asked if filling in the open space behind the library in options three and four would impact the library's operations, including emergency exits.

Subcommittee Member Downey responded that a meeting was held with library staff, and it was determined that the proposed changes would not negatively affect their operations, including book collection processes.

Art Valdivia, Parks, Beach, and Urban Forestry Manager, answered Council questions regarding the age and health of the trees around the library, noting that it's difficult to determine exact ages due to the favorable conditions in an urban environment, but estimated them to be between 50 to 80 years old. He also explained that construction and changes to the area could negatively impact the health of these trees and suggested that planting new trees would be a more viable option than attempting to transplant the existing ones, as there is no guarantee of survival after transplantation.

Julie Webb, President of the Library Board of Trustees, provided comments regarding the Board's support for Option 4 of the Winn Room modernization, noting the need for long-term investment in the library to accommodate future community growth and maintain its role as a central community hub.

Dawn Richards provided comments regarding the importance of Option 4 for accommodating the growing number of nonprofits and community groups, noting the need for a larger, more flexible space to support various community events and arts programs.

Dan Hunting provided comments regarding the trees impacted by Option 4, emphasizing that while trees are important, they should not hinder necessary community developments like the Winn Room modernization.

Tina Christiansen provided comments regarding support for Option 3 or 4, stressing the importance of investing in a long-term solution for the Winn Room that will serve future generations and enhance the community's gathering space.

Doug St. Denis provided comments regarding Option 4 as an investment for future generations, drawing comparisons to past projects in Coronado's history that have left lasting impacts.

Linda Charles provided comments regarding support for Option 4, urging the Council to consider the long-term benefits for future residents and expressing confidence that new trees can be planted to replace those impacted.

Carl Luna, President of the Coronado Friends of the Library, provided comments regarding the potential of Option 4 to enhance Coronado's cultural offerings, positioning the City as a significant cultural destination within the region.

Council discussion ensued regarding the broader implications of the Winn Room modernization options, focusing on the potential impact on community resources such as parking and green space, as well as the future needs of the library as a central hub for community activities. The Council deliberated on providing a space that could accommodate larger events and attract notable speakers, while considering the financial implications of each option. Council further discussed the cost-effectiveness of continuing to pay for the use of the School District’s Performing Arts Center while potentially investing in a similar venue within the Winn Room, the possibility of incorporating cost recovery mechanisms for certain types of events held in the upgraded Winn Room ensuring City's investment would be sustainable, and recognizing the need to balance the desire for an enhanced community space with fiscal responsibility and a long-term vision for the library and surrounding park area.
