RESOLUTION NO. 2024-61

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF

CORONADO, CALIFORNIA, ADJUSTING FEES FOR

EMERGENCY MEDICAL SERVICES (EMS)/AMBULANCE

SERVICES PROVIDED BY THE FIRE DEPARTMENT AND

REPEALING PREVIOUSLY ADOPTED AND/OR CONFLICTING

USER FEES FOR SUCH SERVICES
WHEREAS, the City Council of the City of Coronado has determined that users of Emergency Medical Services (EMS)/Ambulance services should bear the costs of providing such services, in accordance with the City's cost recovery policy; and WHEREAS, a comprehensive Ambulance User Fee Study has been conducted by Willdan Financial Services to determine the actual costs of providing EMS/Ambulance services, which was completed in June 2024; and
WHEREAS, the City of Coronado has not conducted a comprehensive fee study for ambulance services since 2010, and the study reflects a significant increase in costs associated with the provision of EMS services due to rising operational, equipment, and healthcare costs; and
WHEREAS, the fee study recommends a 100% cost recovery model to ensure that the City recoups the full costs of providing ALS (Advanced Life Support) and BLS (Basic Life Support) ambulance services, and this recommendation aligns with the City Council’s objective of reducing reliance on the General Fund for services that benefit individual users; and WHEREAS, the current ambulance service fees recover only a portion of the actual costs, and the City Council desires to update these fees to reflect the full cost of providing such services; and
WHEREAS, the City Council has considered the public testimony and recommendations provided during the duly noticed public hearing held on October 1, 2024, regarding the adjustment of fees.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Coronado as follows:

1. That a City fee schedule for EMS/Ambulance Services is hereby adopted and that the fees are set in accordance with the schedule hereto attached as Attachment A and incorporated herein by reference.

2. On the first day of each July thereafter, the fee schedule shall be automatically increased by the prior calendar year's annual average Consumer Price Index (CPI) for the San Diego region to ensure that fees continue to reflect the cost of providing services.

Attachment 1

3. This resolution shall supersede all other resolutions establishing EMS/Ambulance Services-related dees.

4. That the City’s Fire Department is authorized to collect these user fees as appropriate and to submit the revenues to the Financial Services Department in a timely manner.

5. That the fees set forth in Section One of this resolution shall become effective upon adoption of this resolution.
