Sept 29, 2022
Members of the City Council, Ms. Friend, and Ms. Canlas: Pursuant to City Council Policy #2, I am requesting an agenda item to review the level of service at signalized intersections along State Route 75 and to provide recommendations for improving traffic flow with attention prioritized to the intersections at Avenida Del Sol, Third, and Fourth streets.

At recent community meetings, many Cays residents shared that upon completion of the signalized intersection at Avenida Del Sol, they experienced prolonged traffic backups when traveling northbound along SR-75. They observed that the signal at Avenida Del Sol did not appear to be efficiently synchronized with the signal at De Las Arenas or RH Dana Pl resulting in traffic delays.

The 2015 Fehr and Peers traffic study determined the level of service at the intersections of Third and Fourth streets along SR-75 to be considered “failing” during peak traffic times. Casual observations of traffic patterns today show what appears to be an inefficient traffic sequencing that will give the green light to southbound traffic on the 200 block of Orange even when traffic on the 300 block is still stopped at a red light, and that will stop traffic along the 200 block of Orange, even when the 300 block is clear.

The City Council has a successful history of improving the level of service at signalized intersections through the installation of modern traffic signals. For example, prior to 2016, Cays residents experienced significant delays when traveling northbound during the morning rush hours, most commonly during the fall and winter months, due to antiquated traffic signals. The council unanimously voted to replace the old signals with new signals which has resulted in significant improvement to traffic flow in that area.

The intention of this request to analyze existing service levels at the signalized intersections along SR-75 and consider recommendations that will improve traffic flow, possibly through modern traffic signals, with prioritized attention to the intersections at Avenida Del Sol, Third, and Fourth streets. Improving traffic flow benefits our residents through shorter commute times and benefits the environment by reducing GHG emissions from idling cars.

Thank you for your consideration.

Sincerely,
Richard P. Bailey
Mayor, City of Coronado
