CITY COUNCIL STAFF REPORT
October 1, 2024 {{section.number}}d

CONSIDERATION OF REAPPOINTMENT OF THREE MEMBERS AND APPOINTMENT OF

TWO NEW MEMBERS TO SERVE STAGGERED TERMS ON THE STREET TREE

COMMITTEE
RECOMMENDATION:

Consider the reappointment of three existing members and appointment of two new members to the Street Tree Committee and assigning staggered terms setting two terms to expire on October 31, 2025, one term to expire on October 31, 2026, and two terms to expire on October 31, 2027.

BACKGROUND:

City of Coronado Administrative Procedure No. 204 and Council Policy limit the time an individual may serve on a board, commission, or committee to a maximum of two terms or eight years, whichever is less. City Council Policy No. 6 and No. 23 set forth the process for reappointing eligible incumbents and the competitive process to fill vacancies on City boards, commissions, and committees.

ANALYSIS:

The terms of all five Street Tree Committee members are aligned to expire on October 31, 2024.

Appointments are necessary for the Committee to operate beyond that date.

Committee Members Samantha Bey, Mary Berube, and Flavio Velez were appointed to the Street Tree Committee on October 20, 2020; March 2, 2021; and October 19, 2021, respectively. At the Regular Meeting of March 2, 2021, the City Council approved extending the terms of all board, commission, and committee members by one (1) year due to the COVID-19 pandemic. As a result, their terms were extended to expire on October 31, 2024. These members are seeking reappointment for a second term.

Committee Members Cara O’Callaghan and David Reis, whose terms also end on October 31, 2024, have declined reappointment.

Given that all terms are set to expire simultaneously, staff recommends staggering the end dates to ensure the Street Tree Committee retains a stable membership and avoids a potential loss of quorum.

To facilitate continuity and alignment with City Council Policy No. 6 and No. 23, staff proposes the following term endings. This arrangement would allow new appointees to serve an initial partial term, followed by two full terms upon reappointment:

Member Expiration date
Reappointed Individual 1 October 31, 2027
Reappointed Individual 2 October 31, 2027
Reappointed Individual 3 October 31, 2026
Newly Appointed Individual 1 October 31, 2025
Newly Appointed Individual 2 October 31, 2025
The following individual has submitted applications for the City Council’s consideration:
• Rhonda Fleming
As discussed, the following individuals seek reappointment:
• Samantha Bey
• Mary Berube
• Flavio Velez
FISCAL IMPACT:

None.

ALTERNATIVE:

The City Council could decline to make the appointments and reappointments and direct the City Clerk to advertise for additional applicants or suggest alternative staggered terms.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not Applicable.

PUBLIC NOTICE:

The notice of vacancy was published in the Coronado Eagle & Journal. Notices were posted at City Hall, the Coronado Public Library, Coronado Community Center, John D. Spreckels Center, on the City's website, and in the City Manager's Weekly Update.
