Councilmember Downey asked if the project scope could be modified by removing certain items and suggested issuing RFPs for multiple upgrades to obtain better bids after confirming that project labor agreements are not required.
Councilmember Duncan asked about costs exceeding $6 million and whether the project could be adjusted by deferring elements like the restroom building to fit the budget. Mr.
Winney replied with cost estimates for restrooms, playground structures, shade structures, and surfacing, noting that additional costs could add 30-40% due to labor and design fees. He offered to recommend items to remove to meet the $6 million budget.
Councilmember Duncan asked if they could submit a project exceeding the budget to the Port and whether the Port could seek additional funding. Port Commissioner Urtasun responded that member cities can propose projects that exceed their allocations; the Port may seek grant funding or wait for future allocations, emphasizing the importance of focusing on the city's needs, particularly capital projects like restroom upgrades.
Councilmember Downey asked whether the Port would fund maintenance issues they are responsible for, such as erosion control at Grand Caribe, to avoid duplication.
Commissioner Urtasun replied that maintenance is typically handled by the Port, and the city should focus its funding on capital projects.
Councilmember Downey further asked if the Port could accommodate the City's desire for more inclusive playgrounds beyond minimum requirements. Commissioner Urtasun affirmed that if the City outlines its expectations, especially for projects funded through the balanced capital program, the Port can accommodate them.
Discussion ensued regarding whether to allocate the available $6 million exclusively to Glorietta Bay Park or to distribute it among multiple projects, including Tidelands Park and the Ferry Landing. The Council debated focusing the budget on Glorietta Bay Park improvements—such as restrooms, the cottage, and a universal playground—while also considering restroom upgrades at both parks due to high public usage. Urgent issues like the sewer pump station at the Ferry Landing and erosion at Grand Caribe Park were mentioned. Emphasis was placed on prioritizing specific projects within Glorietta Bay Park to determine achievable goals within or beyond the budget.
A motion to prioritize the bathrooms at Glorietta Bay Park and Tidelands Park as top priorities, followed by the $200,000 Ferry Landing Turf Replacement project and the inclusion of exercise equipment at Tidelands Park, with all remaining proposed improvements at Glorietta Bay Park to follow, was made by Councilmember Duncan and seconded by Mayor Bailey.

Further discussion ensued regarding the prioritization of park improvement projects and the impact of dividing them among different locations. Councilmember Duncan clarified that his motion does not delay work on the Ferry Landing Turf Replacement project until the restroom replacements are finished; instead, the two projects can be prioritized based on which can be completed sooner. Mayor Bailey reaffirmed his second.
The motion carried by the following results:
Yes: (4) Councilmember Donovan; Councilmember Duncan;
Councilmember Tanaka; Mayor Bailey
No: (1) Councilmember Downey
10c. ELECTRIC BICYCLES (E-BIKES) POLICY CONSIDERATIONS
Tony Winney, Assistant City Manager, and Rick Martinez, Interim Police Chief, presented the staff report utilizing a PowerPoint.
Councilmember Duncan asked if the reported collisions referred specifically to incidents where riders hit objects, pedestrians, or parked cars. Mr. Winney replied that collisions could involve any of these scenarios and provided e-bike collision data, noting a slight increase in 2023 and an even split between adult and youth riders.
Councilmember Downey asked for more information on collision distribution, particularly around the strand and village areas. Mr. Winney replied that the majority of riders were on the bikeway down to the Cays and reviewed recent medical aid data, showing 46% minor incidents, 39% moderate, and 15% acute, with no fatalities.
Councilmember Tanaka asked about targeted enforcement efforts. Chief Martinez replied that some direct enforcement occurs based on complaints, while officers proactively address problem areas, and emphasized that the City is developing a solution to track all bicycle contacts.
Councilmember Tanaka asked if exemptions for mobility device regulations would prioritize disability accommodations. City Attorney Canlas clarified that proof of disability is not required under ADA guidelines.
Councilmember Duncan asked about the role of impounding e-bikes in the violation process. Chief Martinez replied that impounding serves as a "time out" for the bike and includes a citation but does not affect the fine amount.
Councilmember Tanaka asked if the current fine structure deterred violations sufficiently.
Chief Martinez replied that warnings and parent engagement have been more effective than fines, given the community’s affluence, while Mr. Winney added that court fees could further increase the financial impact.

City Manager Friend commented on the Mobility Commission’s e-bike Task Force recommendations, specifically noting signage along the Bay Shore Bikeway and suggesting alternatives like thermoplastic surface signage to prevent excess sign clutter.
Mayor Bailey asked about offering free e-bike training classes for all ages. City Manager Friend replied that some training is included in current bike rodeos, but a comprehensive program would require additional funding.
Councilmember Donovan asked if the San Diego Bike Coalition still conducted bike rodeos. City Manager Friend replied that the Coalition is the primary provider, with the City coordinating and funding these events.
Councilmember Downey asked about placing signs at bike racks rather than throughout the City. Mr. Winney replied that signage at bike racks could ensure visibility at key locations and assist in police enforcement, and Downey added that sidewalk stickers could serve as reminders for designated dismount areas, especially in high-traffic areas like Orange Avenue.
Mila Albertson provided comments regarding missing "Walk Your Bike" signs, particularly near Spreckels Park and Chase Bank, and suggested that the City check and repair them, while also recommending that hotels remind tourists about bike safety.
Discussion ensued regarding recommendations to regulate motorized mobility devices, address Municipal Code fines, establish age limits for e-bike use, partner with the school district, and consider the Mobility Commission’s recommendations.
Council agreed to move forward with regulating motorized mobility devices in specified high-traffic areas while ensuring accommodations for accessibility. There was consensus to maintain current fine levels for e-bike violations and revisit this issue if needed in future sessions. The Council supported adopting the age restriction law, which prohibits individuals under 12 from operating Class 1 or Class 2 e-bikes, noting enforcement concerns but prioritizing community safety.
In terms of collaboration with the school district, Council was open to discussing e-bike regulations and safety classes through the two-by-two committee, though expectations were set realistically due to logistical and enforcement concerns. Lastly, the Council accepted the Mobility Commission’s recommendations for consideration rather than full implementation, emphasizing flexibility and alignment with current efforts.
A motion to accept the staff and Mobility Commission recommendations for consideration, allowing staff to determine which recommendations to implement and how to implement them was made by Councilmember Tanaka and seconded by Councilmember Duncan.
