CITY COUNCIL STAFF REPORT

INTRODUCTION AND FIRST READING OF AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CORONADO AMENDING CORONADO MUNICIPAL CODE CHAPTER 2.08

REGARDING EXECUTIVE POSITIONS
RECOMMENDATION:

Waive first reading, and introduce an Ordinance of the City Council of the City of Coronado Amending Coronado Municipal Code Chapter 2.08, Sections 2.08.010 through 2.08.180 Regarding Executive Positions.

BACKGROUND:

Chapter 2.08 (Sections 2.08.010 through 2.08.180) of the Coronado Municipal Code sets forth the City’s executive positions, specifying employees of the City who are at-will and who are appointed by and serve at the pleasure of the City Manager.

ANALYSIS:

Under the current Chapter 2.08, some of the listed executive positions are inaccurate or unnecessary as the position titles have been renamed or the position is no longer active. Further, the current Chapter 2.08 has redundancies regarding each executive position’s qualifications and duties. Finally, the current Chapter 2.08 provides that employees are due a lump sum payment regardless of whether they are released from City employment with cause. The amendments to Chapter 2.08 make corrections to align the executive positions with the City’s current practices, delete redundancies, and provide a lump sum payment to an employee only when they are released without cause from City employment and if the employee agrees to sign an irrevocable waiver of claims against the City. Under the amendments, Chapter 2.08 will be shortened and renumbered to Sections 2.08.010 through 2.08.060.

FISCAL IMPACT:

There is no fiscal impact.

ALTERNATIVE:

The Council may provide direction as needed.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

Not a project under CEQA.

PUBLIC NOTICE:

No notice required.
