WHEREAS, on September 21, 1999, the City Council of the City of Coronado adopted Resolution No. 7662 for the removal of poles, overhead wires, and facilities for supply electric, communications, or similar or associated service in the underground district generally described as portions of SR-75 between the Navy's Marina at Fiddler's Cove and Imperial Beach; WHEREAS, on September 21, 1999, the City Council of the City of Coronado adopted Resolution No. 7662 which established Underground Utility District #21; WHEREAS, since then, all overhead utilities lines have been removed along the Silver Strand except for the section along the highway between Fiddler's Cove and Coronado Bay Road; WHEREAS on September 4, 2018, the City Council reviewed the Utility Underground Master Plan and directed staff to prepare an Implementation Plan; WHEREAS, on June 18, 2019, the City Council approved the Implementation Plan which included directing the City Manager to initiate the design and detailed cost estimates to underground the remaining overhead utilities;

Attachment 1
WHEREAS, Rule 20A work credits have certain restrictions to which undergrounding project they can be applied to and timing for expenditure; WHEREAS, in order to underground all of the overhead utilities, staff recommends phasing the remaining undergrounding into two projects with the following funding allocations: Phase I - Coronado Bay Road north to approximately Crown Cove using 20A work credits; and Phase II - Crown Cove to Fiddler's Cove using other funds/grants; and WHEREAS, due to multiple utilities, the Bay Shore Bike Way, and SDGE feedback, staff recommends the projects be proposed within Caltrans right-of-way.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Coronado as follows: it is in the City and the Property Owners' best interest to remove the overhead utilities and that the City Council directs the following actions to further the proposed project:

2. Allocate all of Coronado's $2,845,596 in Rule 20A Funds to underground the overhead utilities from Coronado Bay Road north to approximately Crown Cove (Phase I) as shown on Exhibit A.
